This is stated in the statement of the GUR Ministry of Defense of Ukraine.
According to GUR, Russia intends to discredit Ukraine in the world in order to weaken or destroy the support of the armed fight against the aggressor. Within Ukraine, Russia considers the opportunity to use public dissatisfaction with the purpose of maximum exacerbation of the situation, using available resources, in particular information.
In order to raise the degree of protests, deepen the polarization and chaotization of Ukrainian society, and, as a consequence, the loss of stability of the state during the existential war, provocative actions inspired from Moscow were not excluded in GUR, and reminded that the Ukrainian nation is in the conditions of a genocide war.
