The government supported the launch of the experimental project on biometric identification of the dead. It is aimed at the prompt and accurate identification of persons of fallen defenders, servicemen and civilians through biometric data.

The Government has approved the Cabinet of Ministers of Ukraine Resolution “On the implementation of an experimental project for the identification of bodies (remains) of persons killed (dead) as a result of the armed aggression of the Russian Federation against Ukraine, according to biometric data.” It was developed at the Ministry of Internal Affairs of Ukraine.

The introduction of a new mechanism aims not only to accelerate identification procedures, but also to provide timely informing families who have lost their loved ones.
Currently, the key problem is the identification of the bodies of fallen servicemen and police repatrified to Ukraine, which necessitates making new decisions and the use of modern technologies to accelerate the process of establishing a person.
“Different methods are now used, including DNA analysis, but this process is long -lasting and not always effective, especially in the absence of comparative samples. Using fingerprints and face images will significantly reduce identification time and provide more complete and systematic accounting of the dead, – reported in the department.
The authorized bodies for accounting and/or search of persons missing will give access to the national biometric verification and identification system (NSBVI) and to the automated dactyloscopic information system of the Ministry of Internal Affairs (Adis). This will allow you to check the data of more than 26.6 million citizens of Ukraine, foreigners and stateless persons and will allow for a short time to identify the dead with the use of modern automated biometric technologies.
How will it work?

The data obtained by means of the application interface are entered in the NSBVI and Adis and checked according to the available arrays of biometric information;

The pre -trial investigation body attracts the information received to the materials of criminal proceedings, which can serve as a basis for establishing a person of the victim with further procedural registration.
Separately, the project of the resolution provides for the right of authorized state bodies to carry out dactyloscopy (selection of fingerprints and palms of hands) of servicemen and police officers who are directly involved in hostilities. This will allow to form arrays of biometric information that can be used solely in cases of search of persons missing in special circumstances and to identify the bodies of the dead.
Recall that thanks to the DNA laboratories, which the National Police received from the United States, the time of identification of persons killed as a result of hostilities has decreased to 90 minutes.
Recently, the bodies of 83 dead soldiers have been returned to Ukraine. The transfer of bodies from the temporarily occupied territories of Ukraine took place with the assistance of the Office of the Commissioner from the missing persons in the Ministry of Reintegration in cooperation with law enforcement agencies.
