In Ukraine, from January 1 of the new year, the rules for providing paid medical services in health care institutions will change. A significant number of them will officially become paid.
Natalya Lisnevska, lawyer, specialist in medical law, Deputy Minister of Health of Ukraine in 2014-15, told what exactly awaits Ukrainians. This is reported by “Raion. Medicine”.
According to Lisnevska, in July 2024, the Cabinet of Ministers adopted Resolution No. 781, which changes the rules for providing medical services. In a number of cases, patients or other individuals and legal entities will fully pay for medical services:
- patient referral without a doctor’s referral, except when referral is not required by law;
- provision of medical services by health care institutions under contracts with legal entities;
- provision of medical services in health care facilities of the security and defense sector and the State Administration of Affairs to patients who do not belong to the attached contingent;
- provision of medical services that are not covered under the program of state guarantees of medical care for the population.
The resolution also defines cases in which patients will pay only for additional services, the cost of the medical service itself will be covered by the medical guarantee program. This is about:
- provision of medical services at the place of residence (at home) or the patient’s stay, provided that this is the patient’s wish and not due to his medical condition
- the opportunity to independently choose a treating doctor when receiving specialized medical care in a planned manner in inpatient conditions;
- staying in a ward with an increased level of comfort and service at the patient’s request.
Lisnevska notes that by January 1, 2025, the Ministry of Health must revise the table of medical services so that they correspond to the services in the Medical Guarantee Program, which are free for the population. From 2025, medical services that are not part of the Medical Guarantee Program will be paid.
At the same time, in accordance with Article 49 of the Constitution of Ukraine, health care is provided by state financing of relevant socio-economic, medical-sanitary and health-prophylactic programs. And in state and communal health care facilities, medical assistance should be provided free of charge.
