On September 30, Odessa was covered with heavy rains caused by the local cyclone above the Black Sea. 94 mm of rainfall, which is 224% of the monthly norm, fell per day.

Ukrainian Hydrometeorological Center explained that the cause of the extreme situation was the abnormal movement of weather systems:

“The cyclone over the sea was moving very slowly, and the anticyclone blocked its displacement. This led to exacerbation of atmospheric fronts and local rainfall. “

Due to the increase in the hazard of forecasters three times the level of warning during the day:

  • The expectation of significant rains on September 29 is yellow.
  • September 30 at 3:30 pm – Orange Level (50-79 mm of precipitation).
  • September 30 at 19:00 – red level (expected more than 80 mm of precipitation).
  • Communication with climatic changes and urbanization

Forecasters point out that such extreme events become much more frequent due to global climate changes.

    • Extreme precipitation frequency: Over the last 10 years (since 2015), 14 cases of heavy rain (50-100 mm per 12 hours) have been recorded in Odessa, while in the previous decades it was only 2-3 cases for 10 years.
    • Causes of intensification: heavy rains in the northwest of the Black Sea are more frequent due to warming of the sea, activating convective processes and increasing moisture in the atmosphere as a result of warming.

Urbanization is an additional factor that exacerbates the consequences. Asphalt and concrete do not pass water, turning rain into powerful surface flows. Studies show that in cities with high degree of construction flows increase by 20-50% due to non -ranking surfaces.

Adaptation requires the introduction of “green” infrastructure (such as permeable coatings that allow water to be filtered into the soil and green areas), which can reduce flooding by a third.

Oleg Kiper, the head of the Odessa Regional Military Administration, announced on October 2 in the territory of the region the day of mourning in connection with the tragic death of nine people in Odessa due to bad weather.

On the night of September 30, Odessa covered a heavy downpour, which turned the streets into rivers and paralyzed traffic in different parts of the city.
