The document contains facts that indicate possible violations by officials of the Ministry of Defense, in particular, in the framework of tenders conducted by the State Rear Operator (DOT).
The equipment under this scheme has attracted criticism due to the presence of non-transparent processes revealed in the investigations related to the “Mindic tapes”.
“Fortetsia” and “Milikon” are among the mentioned companies that appear in tender procedures.
In particular, DOT initially appointed “Fortetsya” as the winner of the tender, despite the lack of the necessary license, and later canceled the tender without explanation. The company “Milicon” also received the contract, despite the presence of significant violations.
Anti-corruptionists point to the non-accidental nature of numerous abuses in the activities of one supplier, which raised suspicions of corruption in this area.
The Public Anti-Corruption Council hopes that NABU will properly orientate itself in the provided materials and conduct an objective investigation.
Milikon explains the disruption of supplies to the Armed Forces of Ukraine with bureaucratic problems and strict technical requirements, however, according to experts, this does not justify possible non-transparent procedures.
Meanwhile, at a meeting with President Volodymyr Zelenskyi, the heads of NABU and SAP reported that they are ready to announce suspicions against the head of his office, Andriy Yermak, and the Secretary of the NSDC, Rustem Umerov. It is known that on November 26 Umyerov testified to NABU as a witness in the “Mindych case”.
It will be recalled that from the tapes of NABU it became clear that Timur Mindich is behind the story with “Israeli bulletproof vests”, who, according to his own words, invested in them “300 million [гривень]”, and demands from the Minister of Defense Umerov to “solve the issue”. To which Umerov verbally agrees.
