UA.news media exposed a corruption scheme in the Dnieper Shopping Center of Kiev, which allowed citizen Petro Melnik to receive a certificate of unfitness in military service while abroad. According to official documents, on August 23, 2022, Melnyk allegedly passed the VLK in Kiev, but data of mobile communication and border service show that he was physically in Montenegro that day, thousands of kilometers from the military enlistment office.
The key proof in the case was forensic examination, which confirmed that signatures on behalf of Melnik in medical documents fake by another person. In addition, gross violations of the procedure were found in the documents, such as the absence of a photo card, analyzes and data from the dispensaries, which is mandatory for the HCP. These facts indicate the organized nature of the scheme.
According to the materials of criminal proceedings, Melnyk, knowing about the martial law, transferred his personal data to unknown persons for the production of false medical documents without his presence. The purpose was to evade mobilization. All counterfeit documents have the signatures of the officials of the VLK, who by their actions testified to the fictitious conduct of the medical examination.
Melnik’s case is not a single case, but only one of the documented episodes of a large -scale corruption scheme in the TCC and VLK system. Such crimes cause dual harm: they undermine the defense capability of the state, allowing the military to avoid service, and at the same time discredit state institutions, causing distrust of society.
