In January -March 2025, excise tax revenues significantly exceeded expectations.
According to the State Tax Service, the General Fund of the State Budget received UAH 38.7 billion of excise tax on the excisable goods produced and imported into the customs territory of Ukraine.
This is 31% more than the planned, and the budget received an additional UAH 9.2 billion, which is a significant financial result for the country.
Compared to the same period last year, the increase in revenues is striking 61.9% or UAH 14.8 billion. Particularly indicative was March, when the excise tax receipt also exceeded the targets.
For this month, the budget was supplemented by UAH 14.2 billion, which is 14.8% more than expected.
A key factor in this growth was the payment of excise duty from manufactured and imported tobacco products. According to Ruslan Kravchenko, the head of the STS, this segment ensured the main increase in the revenue part of the budget.
In addition, control over the circulation of excise products is increased, which not only increases the receipts, but also create equal conditions for all market participants.
It is worth noting that in 2025 there are increased excise tax rates on tobacco, tobacco and industrial tobacco substitutes in Ukraine. This was another incentive for growth.
For the first quarter, taxpayers transferred UAH 115.6 billion to local budgets, which is 18.2% more than in the same period of 2024.
We will remind, in Ukraine will increase excise tax on tobacco. President Volodymyr Zelenskyy signed the relevant law at number 11090.
We also reported that the government plans to review the Taxation Terms for FOPs. The single tax for them will gradually increase to 18%.
