Justice Minister Herman Galushchenko, who was dismissed by the Verkhovna Rada amid a corruption scandal in the energy sector, submitted a declaration for 2025 (the period covers January to mid-November).

The new declaration is almost no different from last year’s: Galushchenko owns an apartment with an area of 45.5 square meters. m in Kyiv, a residential building of 320 square meters. m and three land plots with a total area of 0.49 ha in the village of Velika Soltanivka in the Kyiv region.
At the same time, the ex-minister did not include the estate of 647 square meters in the declaration. m on the street of Dobrovolchy battalions in Kyiv, where he lived for some time. His stay in this building was repeatedly recorded by NABU employees during the Midas operation.
In less than a year, Galushchenko received UAH 1.97 million in income, which includes salaries for the positions of Minister of Energy and Justice. The exhibitor keeps UAH 6.1 million, $61.3 thousand and EUR 3 thousand in bank accounts, and $106 thousand and UAH 400 thousand in cash. Compared to the declaration for 2024, savings in hryvnias in bank accounts increased by 1.1 million hryvnias.
On November 21, 2025, Galushchenko was interrogated by NABU. He is a figure in the tapes of the anti-corruption bureau about corruption in Energoatom, but the suspicion has not yet been reported to him.
As “Glavkom” reported, the house of fugitive ex-minister Vitaly Zakharchenko appeared in NABU tapes related to large-scale corruption in the energy sector. Herman Galushchenko, as well as the former Minister of Energy Svitlana Grynchuk, secretly lived here for some time.
On November 25, at a meeting of the committee on anti-corruption policy, the acting head of ARMA, Yaroslava Maksimenko, said that Zakharchenko’s house could be transferred to the needs of the Ministry of Defense.
The estate is 647 square meters. m on the street of Dobrovolchy battalions in Kyiv belongs to the Dutch “Foundation Global Investment” (Stichting Global Investment), which, according to law enforcement officers, is the former Minister of Internal Affairs during Yanukovych’s time, Vitaly Zakharchenko. The house is surrounded by a four-meter fence made of natural stone and metal elements, and its value at the beginning of June 2025 was estimated at 48.48 million UAH.
According to the investigation, the house went to Zakharchenko during his leadership of the Ministry of Internal Affairs. First, it was bought by the Dutch firm Stichting Administratiekantoor LVV, connected to the ex-minister’s entourage, and in June 2013 it was sold to another company, Stichting Global Investment, which was controlled by Zakharchenko. This company formed a kind of real estate bank in Kyiv and the region.
