The President of Ukraine, Volodymyr Zelenskyi, believes that the founders of the Budapest Memorandum, who pressured Ukraine to give up its nuclear weapons, should be “put in prison.” Since the promised security guarantees did not work, despite the large number of requests from Ukraine regarding the violation of territorial integrity.
Zelensky said this in an interview with American podcaster Lex Friedman, which was published on Sunday, January 5.
He reminded that the most important guarantors of Ukraine, according to Budapest memorandumthere were the USA, Russia and Britain, then France and China joined.

“[На Україну] America pressured and Russia pressured Ukraine to surrender [ядерну зброю]. Ukraine agreed, because the country was assured that it would be territorially intact. This is the nuclear five, which does not even provide security guarantees. Now we just need to find these people, we just need to put all of them in prison, who, frankly, invented all this,” Zelenskyy said.
He said that after the occupation of Crimea and part of Donbas by Russia in 2014, Ukraine sent letters three times over the course of several years to all members of the Budapest Memorandum, who were supposed to urgently meet and hold consultations.
“Everyone should be at the consultations, everyone should come urgently – USA, Britain, Russia, France, China. Has anyone arrived? No. Has anyone responded to these official letters. Has anyone consulted. Why? But damn… Everyone was damned about this country, about these people,” the president believes.
Similar letters were also sent after the start of the full-scale Russian invasion. But it did not bring results. Therefore trust “papers” with security guarantees is not possible, Zelenskyy added.
