From January 1, 2026, new mandatory requirements for the welfare of farm animals, which are fully harmonized with the legislation of the European Union, entered into force in Ukraine.

The order of the Ministry of Agrarian Policy establishes strict rules for housing, which now cover not only the technical parameters of the premises, such as lighting, ventilation and free space, but also the physiological and behavioral needs of the animals. From now on, farm owners and private keepers are obliged to ensure unhindered access to livestock and poultry to clean water and complete feed, as well as to exclude any practices that cause animals pain or unjustified suffering.
One of the key innovations was the introduction of mandatory state certification for all persons who work directly with animals — from care on farms to transportation and slaughter. Workers must have special skills to recognize stress or illness in the early stages, and professionals with more than one year of experience can obtain such a document through a simplified procedure until 2027. For other categories of personnel, special training is provided, based on the results of which territorial bodies of the State Production and Consumer Service will issue certificates of competence, the cost of which, as of the beginning of 2026, will be about 260 hryvnias.
The document pays special attention to record-keeping: owners must keep detailed records of all veterinary interventions, drugs used, and animal deaths for three years for control by state inspectors. Special regulations also prohibit the individual housing of calves over eight weeks of age and set minimum areas for pigs and laying hens to allow them to move naturally. Implementation of these standards is a necessary condition for preserving and expanding the export of Ukrainian agricultural products to EU markets, where requirements for ethical animal husbandry are an integral part of trade agreements with the Russian Federation and other partner countries.
