This is stated in the draft report of the European Commission, which was reviewed by the Reuters agency.

“Despite the extremely difficult circumstances, during the year, Ukraine demonstrated exceptional commitment to the path to joining the EU,” says the document, which will be officially adopted on November 4.

At the same time, Brussels emphasized the need to deepen reforms in the areas of judicial independence, combating organized crime and protecting civil society. The European Commission separately mentioned attempts by the Ukrainian authorities to strengthen the Prosecutor General’s control over anti-corruption bodies, which caused concern in the EU.

“The growing pressure on anti-corruption institutions and civil society must be decisively reversed,” the report said.

Despite broad support among the governments of the member countries, Ukraine’s quick accession to the EU remains unlikely. The commission supports Kyiv’s ambitious goal of completing the negotiations by the end of 2028, but points out that this requires a significant acceleration of reforms, primarily in the area of ​​the rule of law.

The EC also proposed to enshrine in future accession treaties additional guarantees for the protection of democracy and human rights, so that the new member states do not deviate from the commitments made during the negotiations.

The European Commission does not rule out the possibility of bypassing the Hungarian veto on the start of negotiations on Ukraine’s accession to the European Union.
