Elections after the war will cost tens of billions, the CEC estimates

The upcoming elections in Ukraine may become the most expensive in the entire history of independence. According to preliminary estimates of the Central Election Commission, their value may reach about 20 billion hryvnias — ten times more than in 2019. Serhiy Dubovyk, Deputy Chairman of the Central Committee, stated this.

For comparison: the 2019 elections cost the state approximately 2 billion hryvnias. Thus, we are talking about a tenfold increase in costs. According to Dubovyk, the amount will depend on the type of election. Local elections and elections of people’s deputies can cost 4-5 billion hryvnias, while the presidential campaign will be more expensive.

“The first round of presidential elections may cost 4-5 billion hryvnias, the second – another 6.5-7 billion,” he explained. According to the CEC, the largest part of the expenses is the salary of the members of the election commissions. About 70% of the entire election budget goes to this. At the same time, these calculations do not include the costs of local authorities — in particular, the preparation of precincts, the arrangement of premises, and material and technical support.

An increase in the number of polling stations abroad can become a separate item of expenses, because millions of Ukrainians will continue to be outside the country. The CEC emphasizes that the financial issue is only part of the problem. Conducting elections in the current conditions remains extremely difficult from a practical point of view.

According to Dubovyk, of the almost one million Ukrainian servicemen who are currently at the front, a large part will not have the physical opportunity to vote. In addition, only about 75% of polling stations remain functional.

“Even under the optimal scenario, Ukraine will need at least six months to fully prepare for the elections,” said the CEC representative.

The commission emphasizes that any decision to hold elections must take into account not only the state’s financial capabilities, but also the security situation, citizens’ access to voting, and the real conditions in which the country will find itself after the war.

We will remind, the President of Ukraine Volodymyr Zelensky categorically rejected attempts by the Kremlin to influence the presidential elections in Ukraine. He emphasized that Russia has no right to control the election process in the country, even in the temporarily occupied territories.
