Attacks by the Russian Federation on critical infrastructure objects during the war sharply increase the risks for civilians on the eve of cold weather.
This was stated by the regional director of the International Committee of the Red Cross in Europe and Central Asia, Ariana Bauer.
She emphasized that light, heat and water are vital for survival in winter, but access to these services is constantly decreasing due to strikes on water mains, power plants and other infrastructure.
Bauer stressed that facilities that provide the population with electricity and water are protected by international humanitarian law. According to her, with the approach of winter, new attacks only increase the pressure on the power system and utility networks, which after years of Russian aggression are working at the limits of their capabilities.
We will remind that the energy infrastructure of Ukraine was subjected to a large-scale ballistic attack by Russian terrorist forces. The power supply system was partially stabilized, but hourly outage schedules were introduced.
