The head of the Kyiv-Helm passenger train, Andriy Kostin, received a two-year suspended sentence for participating in a criminal organization that was involved in the illegal sale of tickets on Ukrzaliznytsia.

The Svyatoshyn District Court of Kyiv approved a plea agreement under articles of the Criminal Code of Ukraine related to participation in a criminal organization and abuse of official position.
According to the investigation, Kostin was a member of a group created by the management of the Kyiv-Passenger station of the “Passenger Company” JSC “Ukrzaliznytsia” branch. Participants in the scheme — in particular, crew instructors and heads of international trains — systematically sold free and conditionally free seats, service compartments, and conductors’ rest compartments without official cash register.
The scheme operated at least from January to June 2024 on popular international routes: Kyiv-Warsaw, Kyiv-Khelm, Kyiv-Peremysl, Kyiv-Kyshiniv and others. Passengers paid much more than the official price of the ticket, and the received funds were distributed among the participants of the organization.
Kostin personally illegally transported ticketless passengers for the amount of funds not received by JSC “Ukrzaliznytsia” — 733,000 hryvnias.
The total damage caused by the criminal organization during the specified period on all trains is more than UAH 73.8 million (34,119 ticketless passengers).
The civil lawsuit of JSC “Ukrzaliznytsia” was partially satisfied: UAH 488,000 was collected from Kostyn (minus the voluntarily reimbursed UAH 245,000).

“Ukrzaliznytsia” changed the schedules of some trains on February 5.
We will remind, “Ukrzaliznytsia” provided new information about the movement of trains in the Kharkiv, Zaporizhzhya and Sumy regions – zones of increased danger due to enemy shelling.
