Ukrainian authorities and international organizations have classified these attacks as war crimes, emphasizing their targeted nature. The ongoing bombardment of essential services, including healthcare facilities, aims to deprive civilians of basic necessities such as electricity, heating, and medical assistance.

Legal experts and human rights advocates assert that these actions may qualify as genocidal acts, pointing to explicit statements from Russian officials regarding the existence of Ukrainians as a distinct ethnic group. They cite public calls for the destruction of Ukrainians and deliberate attacks on the infrastructure that supports civilian life.

The 1948 UN Convention on the Prevention and Punishment of the Crime of Genocide obligates member states to prevent and punish acts of genocide both during wartime and in peacetime. The Convention defines genocide as actions aimed at the complete or partial destruction of a national, ethnic, racial, or religious group.

Indicators of genocide include the killing of group members, causing serious bodily harm, and deliberately creating conditions intended to destroy a group. The Russian government continues to deny allegations of intentionally targeting civilian infrastructure, despite mounting evidence of such actions throughout the conflict.
