Doctors called on deputies to set a limit for nicotine in pouches for oral use

Ukrainian doctors appealed to people’s deputies with a request to urgently regulate the maximum nicotine content in nicotine-containing products for oral use, setting it at 16.6 mg.

This is stated in a letter from doctors addressed to the head of the Verkhovna Rada Committee on National Health Mykhailo Radutsky and the head of the specialized subcommittee Lada Bulak.

More than 50 doctors and specialists in the fields of cardiology, oncology, pulmonology, respiratory medicine and disease prevention urged parliamentarians to urgently regulate the maximum nicotine content in nicotine pads (snus, pouches).

“The introduction of comprehensive regulation for nicotine patches, and first of all, the ban on the sale of products with a concentration of more than 16.6 mg, their marketing and promotion is an urgent initiative and we fully support it. We urge you to listen to the opinion of the professional medical community and adopt appropriate legislation to protect the health of Ukrainians,” the letter states.

The document indicates that traditional forms of tobacco consumption, such as smoking cigarettes, hookahs, and hookahs, are gradually being replaced by the consumption of the latest tobacco-free products, such as electronic cigarettes and nicotine patches. The latter are the only ones among all nicotine products that are not regulated by the state at all, although their consumption is increasing.

According to the information of the medical community, now in Ukraine, pads with any level of nicotine, even dosages of 160-170 mg in one pad, are absolutely freely available for sale. This is ten times more than in a cigarette and creates a real threat of acute poisoning.

“Since nicotine is toxic at high levels and can lead to poisoning and side effects, we call for a ban in Ukraine on nicotine pads with a nicotine content of more than 16.6 mg and additives that contain or form chemicals with carcinogenic, mutagenic and reprotoxic properties,” the letter says.

It has been scientifically proven that precisely this dose of nicotine in the pad gives a subsequent concentration of nicotine in the blood corresponding to the concentration of nicotine in the blood after smoking one cigarette.

The WHO emphasizes the importance of “limiting the concentration of nicotine and banning additives that contain or form chemicals with carcinogenic, mutagenic and reprotoxic properties.” This is in addition to measures such as banning sales to minors, requiring health warnings, product taxation and comprehensive restrictions on advertising and promotion.

In Ukraine, the share of illegal cigarettes has increased, budget losses reach more than ₴26 billion.

Zelensky signed the law on increasing the excise tax on tobacco.

On March 22, the President of Ukraine, Volodymyr Zelenskyi signed draft law No. 11090 on increasing the excise tax on tobacco products. The document was submitted for consideration in December 2024.

In November 2024, the Verkhovna Rada Committee on Finance, Tax and Customs Policy supported draft law No. 11090, which provides for a significant increase in excise taxes on tobacco products.
