Prosecutors sent the indictment to the court against Dmytro Tabachnyk, former adviser to the Minister of Education and Science during the Yanukovych era. He was charged with treason, war propaganda, and justifying the armed aggression of the Russian Federation against Ukraine.

The name of the suspect was not mentioned in the report, but according to the UP, it is about 59-year-old Rostyslav Ishchenko.

A special pre-trial investigation in absentia in the criminal proceedings against him was carried out by the State Bureau of Investigation.

According to the investigation, from 2011 to 2014, the ex-serviceman worked in various positions in the Ministry of Foreign Affairs of Ukraine, the Cabinet of Ministers, the Verkhovna Rada, and no later than 2011 was involved by representatives of Russia in providing assistance in carrying out subversive activities against Ukraine.

He publicly spoke and spread the narratives of Russian propaganda, which since 2013 the higher military and political leadership of the Russian Federation used to put pressure on representatives of the state authorities in Ukraine with the aim of changing its external vector of development and abandoning the course of European integration, and from 2014 to the present time – for justifying the annexation and occupation of part of the Ukrainian territories, as well as the armed aggression of the Russian Federation and its controlled armed formations against Ukraine.

The accused coordinated his actions with representatives of the Russian authorities, in particular, with the deputy head of one of the offices of the Russian president’s administration (according to the UP, it is Igor Maslov).

Until February 2014, the ex-serviceman systematically traveled to Moscow for meetings, where they met in Putin’s administration, and also kept in constant telephone contact with him. The official of the aggressor state periodically provided the accused with money, which he used to finance his own needs and the activities of legal entities registered on the territory of Ukraine, the founder of which he was.

Ishchenko coordinated his actions regarding the provision of assistance to the Russian Federation in carrying out subversive activities with an employee of one of the intelligence agencies of Ukraine (an ex-intelligence officer under the pseudonym Andriy Vajra), the indictment against whom is currently being considered in court for treason.

At the end of February 2014, the ex-serviceman left for the Russian Federation, where he continued his criminal activities. After the beginning of the full-scale invasion of Russia on the territory of Ukraine, the accused systematically spread narratives in which he justified the actions of the occupiers and called on the citizens of Ukraine to cooperate with the armed forces of the Russian Federation.

“These crimes were discovered under the operational support of the National Police of Ukraine’s State Security Service during a pre-trial investigation in criminal proceedings on the facts of treason committed by citizens of Ukraine – former high-ranking officials and persons involved in them, in the interests of the Russian Federation, with the use of violence by law enforcement officers during mass protests in 2013- 2014, including mass murders of citizens, with the aim of creating in Ukraine socio-political crisis, which in the future contributed to the implementation of the Russian aggression plans against Ukraine and the annexation of Ukrainian territories”, – reported in the OGP.

In March 2024, the former Minister of Education and Science of Ukraine, Dmytro Tabachnyk, and the former head of the State Registration Service, Dmytro Vorona, were sentenced in absentia.
