On October 1, Ukraine received 170 million euros for housing programs from the Bank of Development of the Council of Europe (BRER). The Agreement to attract this loan was signed in Rome during the URC-2025 Conference.
This was reported by Prime Minister of Ukraine Yulia Sviridenko.
The loan received will be divided into two key support directions:
€ 70 million – on the HOME project: compensation for destroyed housing “

These funds will provide another 1,500 housing certificates and allow 4,000 families to buy new homes instead of destroyed.

Priority in providing assistance has defenders, people with disabilities and large families.
€ 100 million – to support internally displaced persons (IDPs).

The funds will be aimed at helping to accommodate, housing, education of children and integration of IDPs into the community.
Sviridenko stressed that the residential sector remains one of the most affected areas.
In total, more than 135,000 families have been used by the program, which received compensation to repair damaged housing or buy or build a new one. Housing certificates have already received 24.3 thousand Ukrainian families, which allowed more than 7,600 Ukrainians to receive new housing.
The Prime Minister expressed his gratitude to the European partners for this assistance, assuring that joint efforts create conditions for Ukrainian families to restore their lives in Ukraine.
Meanwhile, Ukraine is expanding the Equation Program for internally displaced persons who have lost their housing in temporarily occupied territories.
The Cabinet of Ministers continued to compensate for internally displaced persons for another half a year – until February 2026.
