A few weeks ago, President Volodymyr Zelenskyy reported that he would have preferred to simplify the border crossing for a certain social execution of citizens. At first glance and cold, cynical logic of war, this decision looks frankly logical. On the one hand, since the age of mobilization is from 25 years and above, it turns out that people who have not reached this age can be released abroad: they are still uncertain and the army is not beneficial. However, when these guys reach 25 years and fall under mobilization, it is likely that they will not be in the country for a long time. There is a certain paradox.
Another paradox – the war in Ukraine is actually illustrated by the name of the famous Soviet film: we usually really go to the battle. In today’s public consciousness, a 20-year-old person is still a child. “Where he was graduated from the war, he was still a boy,” most people think about it. Whereas, 80-100 years ago, a citizen at this age was already considered a fully adult and formed man, often already had a family and children, some working specialty, etc. But, of course, he had to be ready to go to war – and both world wars and many wars were often favored by very young people.
In general, today’s attitude to this age is a good sign that shows that there is a steady demand for humanistic attitude towards young people in society. That is why the call of very young people (for example, 18-20 years) remains social taboo, and its power has not yet dreamed. This is the boundary that can be followed by great tension and social explosion: “our children are being taken away” – this will look in the eyes of the general public.
At the same time, young people objectively have a much greater advantage over the “old men” who are going into battle today. A 20-year-old, usually purely physically stronger, durable, clearer and more adaptive than 45-year-old. However, so far in Ukraine the mobilization of this category of citizens remains both under the legislative and under the moral ban for all the above reasons.
Departure 18-22 years old: versions and explanations
There is no one hundred percent of reliable information why the authorities have allowed these hundreds of thousands of boys free crossing the border. Most likely, it was a combination of several reasons and motives. However, there are several most plausible and logical versions.
The first and most optimistic version – Perhaps in Kiev it is suggested that the war (or at least its active phase) will end soon. That is why it is now possible to weaken the restrictions on departure for certain categories of citizens. Of course, it is in this version that you want to believe the most, but in fact there are no signs that hostilities will be completed At least by the end of this year.
The second version The President himself voiced, so the authorities try to keep people inside the country. And this is especially true of boys 16-17, because their parents are most often taken out of Ukraine before the age of majority, immediately after graduation. The motivation is simple: in 1-2 years they will become uncertain for a period of time. Now they were given the right to leave, and therefore, young people do not need to run from the country and can stay – officially governed by the government.
The third version – Perhaps this is how the classic strategy of “whip and gingerbread” is implemented, that is, when some negative or controversial solutions are “interrupted” by a positive. Summarizing, it is difficult to determine which of the versions is the closest to the truth. Most likely, the President’s decision is complex and is due to a number of reasons. But in any case, the fact that a considerable number of people have been released abroad, even if it is a limited category of citizens, in itself positive.
This will reduce social tension and improve the image of Ukraine and the Ukrainian authorities both domestically and externally. This decision also gives at least a small one, but the hope that similar to the weakening will be launched for other categories of Ukrainian men: for example, up to 30 years or after 50. After all, freedom of movement is an integral right of a citizen and personality, which is enshrined in including in Constitution our country.
While the war with the aggressor is ongoing, some bans and restrictions look logical, and society is generally ready to put up with them for a while, understanding the urgent need.
