In addition to all other problems related to war and mobilization, there is also a problem of closed borders in Ukraine. It should be noted that they are not closed to all: to Europe and any other countries (except, of course, Russia and Belarus) can freely leave almost all women under 18, men over 60, as well as certain categories of booked and other persons entitled to departure. However, for the vast majority of ordinary men, free movement of the world remains unavailable.

A few weeks ago, President Volodymyr Zelenskyy reported that he would have preferred to simplify the border crossing for a certain social execution of citizens. It is young men between the ages of 18 and 22. And just in a week the decision was made and came into force what separately stated Head of State. From now on, boys up to 22 years old can leave Ukraine freely-of course, in the presence of current military accounting documents.

This step was quite unexpected and at first glance even illogical. After all, the critical lack of personnel in the Armed Forces is called experts and military almost the main problem of the Ukrainian army. At the same time, one decree was allowed to leave Ukraine for hundreds of thousands of young guys, and at the borders right away appeared kilometer queues.

What is the logic of such a decision of the authorities, what are the key versions of what happened, why young Ukrainian men suddenly released abroad and what NABU and SAP were here? UA.News was understood in the question.

“In the fighting one of the old men”

At first glance and cold, cynical logic of war, this decision looks frankly logical. On the one hand, since the age of mobilization is from 25 years and above, it turns out that people who have not reached this age can be released abroad: they are still uncertain and the army is not beneficial. However, when these guys reach 25 years and fall under mobilization, it is likely that they will not be in the country for a long time. There is a certain paradox.

Another paradox – the war in Ukraine is actually illustrated by the name of the famous Soviet film: we usually really go to the battle. Yes, the average age, for example, the American soldier is 28 years. It is medium: that is, in the army serve as well as younger boys and girls. In Ukraine, for comparison, The average age of the fighter – About 45 years.

For most Western armies, this has long been a “non -military” age. At least 45-50-year-old storms, paratroopers or saboteurs are a real nonsense for any Western analyst or general. However, for the Armed Forces – as, by the way, for the occupying army of the Russian Federation – is an absolute norm.

Where does this paradox come from? There is an interesting fact here: Western scientists since the 1950s have recorded that decades in decades new generations have been psychologically growing up All later than previous generations. According to new research, a person under 40-45 is still considered young, and adolescence lasts almost up to 25 years.

In today’s public consciousness, a 20-year-old person is still a child. “Where he was graduated from the war, he was still a boy,” most people think about it. Whereas, 80-100 years ago, a citizen at this age was already considered a fully adult and formed man, often already had a family and children, some working specialty, etc. But, of course, he had to be ready to go to war – and both world wars and many wars were often favored by very young people.

In general, today’s attitude to this age is a good sign that shows that there is a steady demand for humanistic attitude towards young people in society. That is why the call of very young people (for example, 18-20 years) remains social taboo, and its power has not yet dreamed. This is the boundary that can be followed by great tension and social explosion: “our children are being taken away” – this will look in the eyes of the general public.

At the same time, young people objectively have a much greater advantage over the “old men” who are going into battle today. A 20-year-old, usually purely physically stronger, durable, clearer and more adaptive than 45-year-old. However, so far in Ukraine the mobilization of this category of citizens remains both under the legislative and under the moral ban for all the above reasons.

Departure 18-22 years old: versions and explanations

There is no one hundred percent of reliable information why the authorities have allowed these hundreds of thousands of boys free crossing the border. Most likely, it was a combination of several reasons and motives. However, there are several most plausible and logical versions.

The first and most optimistic version – Perhaps in Kiev it is suggested that the war (or at least its active phase) will end soon. That is why it is now possible to weaken the restrictions on departure for certain categories of citizens. Of course, it is in this version that you want to believe the most, but in fact there are no signs that hostilities will be completed At least by the end of this year.

The second version The President himself voiced, so the authorities try to keep people inside the country. And this is especially true of boys 16-17, because their parents are most often taken out of Ukraine before the age of majority, immediately after graduation. The motivation is simple: in 1-2 years they will become uncertain for a period of time. Now they were given the right to leave, and therefore, young people do not need to run from the country and can stay – officially governed by the government.

The third version – Perhaps this is how the classic strategy of “whip and gingerbread” is implemented, that is, when some negative or controversial solutions are “interrupted” by a positive. Potential “whip” is criminal liability for illegal departure or a potential reduction in mobilization age up to 23 years. The gingerbread, obviously, is the liberalization of departure for younger Ukrainian men. However, as of now, this is just an assumption, and there is no evidence of availability to reduce the age of call, although this decision, given the situation at the front, would be quite expected.

Finally, The fourth version – After a serious crisis around NABU and SAP The authorities decided to “sewer” the protest activity of young people, allowing them to leave Ukraine and thus detached the threat of mass rallies. This option, although partly conspiracy, has nevertheless has been widely popular in P oil and expert circles.

The attempt of the authorities to take away their independence from the corruption structures in society. All in the contrary: it was angered by the majority of civil society representatives, from activists to volunteers and the military. Some of them even said that it Personal insult And the threat. In the end, protest activity resulted in the Cardboard Maidan – the first years of mass protests in Kyiv, Kharkiv, Lviv, Odessa, Dnipro and many other cities of Ukraine.

It's no longer a protest, it's public control.

The situation proved: Bankova hears the voice of Ukrainian street and seems to be afraid of him. Therefore, after a few days of mass protests, the President stated that he would return everything as it was, and will retain the independence of anti -corruption structures. As of now, this promise has been fulfilled, and the powers of NABU and SAP have remained.

However, minced meat is known to turn back and turn it into a solid piece of meat again. Sociology from KIIS and other citizens’ surveys, demonstrated A serious fall in Zelensky’s ratings after a scandal around anti -corruption. Yes, it should be admitted that this decrease in popularity is not catastrophic – but it is very, very noticeable.

Therefore, it is possible that after non -public meetings and discussions in the OP decided that young people aged about 20 years (namely, it was the main driving force of protests in support of NABU and SAP) is a potential threat. You can not actually do anything with it: you will not send to the army by age or article (if it is a girl), to pursue activists in the merits there is no reason, etc. But something needs to be done.

Isn’t it better to open the borders for the departure of young men who are still not mobilized yet, but are they themselves able to quickly “mobilize” for a protest action? As practice has shown, the youth really rushed to the checkpoint, and after the young boys, their girls or girlfriends will probably go. At the same time, this social execution will clearly evaluate the liberalization of the crossing of the borders: they would still sit in Ukraine for more than 3.5 years, and here – will, go where you want and do as you know, only for rallies do not go.

Once again, this is only a version, and the true reasons for the decision to simplify departure for 18-22-year-old are not known by 100%. But it is likely that the logic of power was exactly the same. The main thing here is that everyone is on the plus: the youth got the right to go to Europe, and official Kiev protected themselves from potential protests in the future. Somehow they say “the sides have dispersed.”

Protests in NABU and SAP Podzvka - people became smaller, however, excise

Summarizing, it is difficult to determine which of the versions is the closest to the truth. Most likely, the President’s decision is complex and is due to a number of reasons. But in any case, the fact that a considerable number of people have been released abroad, even if it is a limited category of citizens, in itself positive.

This will reduce social tension and improve the image of Ukraine and the Ukrainian authorities both domestically and externally. This decision also gives at least a small one, but the hope that similar to the weakening will be launched for other categories of Ukrainian men: for example, up to 30 years or after 50. After all, freedom of movement is an integral right of a citizen and personality, which is enshrined in including in Constitution our country.

While the war with the aggressor is ongoing, some bans and restrictions look logical, and society is generally ready to put up with them for a while, understanding the urgent need. However, living in constant prohibitions and restrictions of all life and whole generations (which is decades) will definitely not work: neither the people nor the state.
