Defense Plant Officials Embezzle Nearly 20 Million Hryvnias in Ukraine

Authorities have uncovered a significant embezzlement scheme involving officials at a defense plant in Dnipropetrovsk, Ukraine, who misappropriated nearly 20 million hryvnias from the state budget. The funds were originally allocated for purchasing raw materials necessary for military weapon production.

The scheme was orchestrated by the first deputy director of the strategic defense enterprise, along with two accomplices, who inflated the prices of metal raw materials by one-third above market rates. The excess funds were pocketed by the conspirators as cash.

Involved in the operation were:

  • the deputy head of the plant’s material and technical supply department;
  • the manager of an affiliated company that sold the same raw materials.

In total, the group embezzled 19.7 million hryvnias intended for the mass production of arms and ammunition for defense forces. Law enforcement conducted searches at the homes and offices of all suspects, seizing smartphones, computers, and documents that provided evidence of their illegal activities.

All three individuals have been charged under multiple articles of the Criminal Code, including misappropriation of property through abuse of office in particularly large amounts. They face potential sentences of up to 12 years in prison with asset confiscation. Authorities are currently determining appropriate preventive measures.

In related news, recent investigations revealed a large-scale corruption scheme involving high-ranking officials from the Ukrainian Air Force. In 2025, 1.4 billion hryvnias were allocated for construction projects, but audits uncovered numerous violations.

To halt the investigations, the perpetrators attempted to bribe military counterintelligence leaders by offering 13 million hryvnias to engage ‘compliant’ auditors. They were caught attempting to deliver a bribe of 320,000 dollars.

Earlier, the State Bureau of Investigation (DBR) dismantled another extensive scheme involving the supply of food products to the Armed Forces of Ukraine in Dnipropetrovsk. Officials accepted substandard goods or incomplete quantities and received kickbacks, amounting to 1 million hryvnias in illicit gains.

A defense plant in Dnipropetrovsk has been implicated in a scheme that embezzled nearly 20 million hryvnias meant for military supplies. Investigations are ongoing as authorities pursue charges against the involved officials.
