The thing is that [витік] there were registers, and, judging by everything, it will be for a long time, [росіянам] it is important to constantly update [дані]. Because all this information in the registers changes, people change their surnames, they re-register real estate, cars, property, etc. That is why criminals need to have updates, fresh updates, because the database of several years ago may be 30% out of date.

And how can it be used? It is banal in espionage cyberoperations, subversive cyberoperations, in attempts to reach some high-ranking officials, find out some secrets, blackmail, threaten, plan espionage operations. This, of course, applies to few.

And regarding citizens, these [дані] can be used for mass fraud. When fraudsters, criminals know too much about you, about all your relatives, about children, wife, parents, then this information can be used to deceive a person, to convince that “it’s really me, I’m calling on behalf of your mother, who was admitted to the hospital, and she asked to pass on this information.” This is what is on the surface.

You see, scammers are very experienced in various psychological tricks to convince the victim, and this fresh information will be used for illegal purposes. That is, Russian call centers also work in Ukraine, as Ukrainian call centers work in Russia, and it is important for their activity to have fresh, updated information. For most citizens, this is fraught with fraud risks.

Some databases were in public access, some were not public. But the very fact of the destruction of inaccessibility is the biggest danger here, because information was leaked from databases that were actually not very secret, for example, regarding real estate… I remember [ця інформація] was public, open, it was not possible to take all of it away, but it was possible to check specific objects [дані]which, for example, the same investigative journalists constantly use when they find out the property of relatives of officials, for example.

Therefore, the greater danger is precisely the destabilization and unavailability of registers, and if there are no registers, these state electronic applications, which without registers are simply unnecessary and completely non-functional, lose all meaning. Their only meaning is that they refer to registers for data.

Therefore, such a factor of inaccessibility will still have an economic effect, because, for example, it is impossible to register an LLC, a private limited company or to terminate its existence. And this is directly reflected in the economic stability of Ukraine, which will slip for some time until access to the registers is restored.
