On December 17, Russian Lieutenant General Igor Kyrylov, the head of the radiation, chemical and biological defense forces of the Russian Armed Forces, was liquidated in Moscow. According to NV sources, he was blown up together with his assistant as a result of a SBU special operation.
NV tells what is known about Ihor Kyrylov and the operation to eliminate him.
Who is Ihor Kyrylov and what crimes did he commit against Ukraine
Ihor Kirilov was 54 years old, 37 of them he built a military career – first in the Soviet army, and then in the Russian one. He entered the Armed Forces of the USSR in 1987, in 1991 he graduated from the Kostroma Higher Military Command School of Chemical Defense.
It was this “professional” education that later determined the further path of the Russian war criminal.

In 1991-1994, he served as a platoon commander in the Western Group of Forces, that is, in the remnants of the Soviet contingent on the territory of Germany. After the withdrawal of these troops from the country, he served in the Moscow Military District.
During the 1990s, Ihor Kyrylov moved step by step to new positions in the radiation, chemical and biological defense forces (RKHBZ): from the platoon commander to the company commander and the commander of a separate brigade.
In 2005−2007, he additionally studied at the Military Academy of Radiation, Chemical and Biological Protection named after Tymoshenko in Kostroma. This is the main military educational institution of the Armed Forces of the Russian Federation, specializing in the relevant field of chemical weapons.
In 2009, Kyrylov moved to the department of the chief of troops of the RKBZ of the Armed Forces of the Russian Federation. Later, for several years, he headed the Military Academy of the Military Academy named after Tymoshenko (since 2014).
In April 2017, Ihor Kyrylov, who at that time held the rank of major general, was appointed chief of the radiation, chemical and biological defense forces in the Russian army. It was this position that he held until his death as a result of an explosion on December 17, 2024, already in the status of lieutenant general.
Commanding these troops during a full-scale Russian invasion of Ukraine, it was Igor Kyrylov who ordered the Russian military to use chemical weapons against the Defense Forces of Ukraine. The relevant facts were established by the Security Service of Ukraine, due to which Kyrylov was declared suspicious in absentia on December 16, 2024 – the day before the operation to eliminate him.
According to the SBU, it was Kyrylov who was responsible for the mass use of prohibited chemical weapons by the Russians against the Ukrainian military, particularly on the eastern and southern fronts of Ukraine.
In general, it was recorded more than 4.8 thousand confirmed cases of Russian use of chemical munitions. Among them are K-1 combat grenades, equipped with poisonous irritant substances – CS and CN. Their use is prohibited by the Convention on the Prohibition of the Development, Production, Use of Chemical Weapons and on Their Destruction (1993).
4,800 cases: the SBU named the Russian general who gave orders to use chemical weapons against Ukrainian defenders
For the most part, the occupiers use ammunition with poisonous chemicals, dropping them from FPV drones on the defense points of the defenders of Ukraine. In this way, the Russians are trying to force the Ukrainian military to come out of the trenches under direct fire. After all, grenades with a chemical charge release poisonous compounds that affect the mucous membranes of a person, primarily the eyes and respiratory tract, the SBU reminded.
During almost three years of the full-scale invasion of Russia, more than 2,000 military personnel of the Defense Forces of Ukraine ended up in hospitals with various degrees of chemical poisoning due to the criminal orders of Kyrylov and his subordinates.
According to the investigation, the occupiers use dangerous chemical substances mainly in the hottest areas of hostilities, where they try to hide the use of chemical weapons under heavy artillery fire, the SBU clarifies. However, Ukrainian specialists managed to find Russian grenades with poisonous substances on the battlefield and officially hand them over to the international Organization for the Prohibition of Chemical Weapons, along with relevant soil samples.
Besides, Igor Kyrylov was one of the main Russian speakers in promoting the Kremlin’s propaganda about the alleged existence “biolaboratories” in Ukraine and Moscow’s accusations against the Defense Forces of Ukraine regarding the alleged use of chemical weapons.
In particular, in February and June 2024, Russian propaganda disseminated unproven statements by Kirilov as the head of the RKBZ troops that the armed forces of the Armed Forces allegedly use such toxic chemical compounds as the poisonous substance Bi-Zet in combat operations (BZ), hydrocyanic acid, cyanide, etc.
And in March 2022, justifying the start of a full-scale invasion of Russia into Ukraine, Ihor Kyrylov made absurd statements that the US and NATO countries were allegedly developing “military-biological programs to spread diseases using migratory birds, bats and bio-agents” on the territory of Ukraine.

It was from Kirilov’s submission that the Russian media spread the propaganda delusion that the non-existent “US biolaboratories in Ukraine” could supposedly be used for the development “bioagents capable of selectively affecting different ethnic groups of the population.” He also voiced Moscow’s fictions about “the UP-4 project, which was allegedly carried out until 2020 in the “laboratories” of Kyiv and Kharkiv and Odesa — they say, in Ukraine they studied the possibility of the spread of “particularly dangerous infections” through migratory birds, including the highly pathogenic H5N1 flu and Newcastle disease.
Such absurd propaganda of the Russian Federation later became the basis for numerous memes about Ukrainians “fighting geese”. After all, Kyrylov said that within the framework ““UP-4” project, 145 biological species were allegedly studied, as Ukraine apparently tried to use its unique geographical position, where transcontinental migration routes intersect. “At the same time, at least two species of migratory birds were discovered, the routes of which pass mainly through the territory of Russia,” Kyrylov said.
In the fall of 2024, Great Britain introduced sanctions against Ihor Kyrylov because of his alleged involvement in the use of chemical weapons in Russia’s war of aggression against Ukraine. Sanctions were additionally justified by the fact that Kyrylov was “an important mouthpiece of disinformation from the Kremlin.”
How General Kirillov was eliminated in Moscow
On the morning of December 17, 2024, Igor Kyrylov, together with his assistant, was entering the entrance of a residential building on Ryazansky Prospect in Moscow, when an explosive device went off there. Both died on the spot as a result of the explosion.
According to NV sources, a scooter parked on the spot with explosives attached to it was detonated, and the detonation of Kyrylov was a special operation of the SBU.
Russian propaganda media, in particular the TASS agency, claim that the power of the explosive device was about 300 grams of TNT, and that it was set off remotely. At the same time, RBC claims a device with a capacity of more than 100 grams.
Numerous photos and videos from the scene of the incident appeared in the Russian media, showing, in particular, the blown-up scooter and the bodies of the dead Igor Kyrylov and his assistant. RosZMI also claims that the blast wave broke the windows in a residential building across from the explosion site.
Also, a video showing the moment of undermining Igor Kyrylov appeared on the Internet.
The Investigative Committee of Russia has already confirmed the fact of the death of Kyrylov in Moscow together with his assistant. There, they also announced the detonation of an explosive device embedded in a scooter, which was standing next to the entrance of a residential building.
“As a result of the explosion, the head of the radiation, chemical and biological defense forces of the Russian Armed Forces Ihor Kyrylov and his assistant died,” Russian security forces said.
“This is a comprehensive program.” Ukraine uses the tactics of MOSSAD – Zhirokhov on the liquidation of the lieutenant general of the Russian Federation
Instead, NV sources, who reported on the SBU special operation to eliminate Kyrylov, emphasized: “Kyrylov was a war criminal and an absolutely legal target, as he gave orders to use prohibited chemical weapons against the Ukrainian military. Such an inglorious end awaits all those who kill Ukrainians. Retribution for war crimes is inevitable.”
Military expert Mykhailo Zhirokhov on Radio NV compared Lieutenant General Ihor Kyrylov with the tactics of Israel, which is eliminating its enemies around the world.
“It is obvious that Ukraine is slowly taking the experience of Israel, which does not have the opportunity to confront the Arab countries directly (although there were several wars, and they were able to on the battlefield), MOSSAD implements the tactics of destroying key persons and terrorists. And they have been implementing it for the last 60 years for sure. And, I think, we have seen similar tactics in recent years in Ukraine as well,” Zhirokhov explained.
He also stated that the Ukrainian forces manage to implement “comprehensive program”
“It is absolutely certain that this is not accidental, that it is a comprehensive program implemented by certain law enforcement agencies,” Zhirokhov said.
