The Cabinet of Ministers of Ukraine has changed the rules of public procurement for the period of martial law and within 90 days after its completion, so that Ukrenergo could complete the construction of protective structures at substations, the press service of the Ministry of Economy reports.
The company can now change the essential terms of the contracts already concluded, if more than 75% of the value is funded by grants, loans or loans from international financial institutions.
According to Deputy Minister of Economy Andriy Telupa, this allows to adapt treaties to the rules of international organizations, which is a condition for attracting grants and loans from the World Bank, the EBRD and other institutions. The mechanism will help to complete the construction of protective structures and quickly restore the equipment in the event of destruction.
It should be reminded that Ukraine is able to pass the heating season without shutdown of electricity, if Russia does not make massive blows on energy.
