NABU and SAP were reported suspicion to the current Viceremier-Minister of Ukraine, who is also headed by the Ministry of Community and Territories, in abuse of office and receiving undue benefits in particularly large amounts. He became the sixth figure in the case of a large -scale corruption equipment in the construction sphere with the participation of high -ranking officials.
According to the investigation, one of the Kiev developers developed a scheme of illegal receipt of land for a residential complex. For this purpose he addressed the head of the Ministry of Regional Development, who together with the State Secretary of the Ministry, adviser to the minister and the director of the state -owned enterprise created the conditions for the transfer of the site to the enterprise. Further, the state -owned enterprise in violation of the legislation concluded investment contracts with the required construction company.
The developer had to transfer part of the apartments to the state in proportion to the value of the land. However, the site and existing buildings were estimated almost five times cheaper than market value, which led to the loss of the state more than UAH 1 billion. The implementation of the scheme prevented the arrest of the plot imposed at the request of NABU and SAP.
For assistance in the scheme, the developer gave the Minister and other persons significant discounts on apartments in already built residential complexes – from 1 thousand to 8 thousand UAH per square meter. m at a market price about 30 thousand UAH. The total amount of undue benefit is more than UAH 14.5 million.
At the request of the investigation, most illegally obtained apartments are also arrested.
