Chernyshov’s case is investigated by NABU and SAP – it is a probable corruption scheme for more than UAH 1 billion in the construction sphere. According to the investigation, in July 2022, Chernyshov signed an order, which transferred state property of the Ukrkomun Service enterprise to the balance of the company chosen by the developer.
Investigators believe that it was agreed with other participants in the scheme, and the document itself officially fixed the land for the necessary enterprise.
In November 2022, shortly before his resignation from the post of Minister of Community and Territories Development, Chernyshov signed another order – to create a working group to consider the investment.
In doing so, he gave the State Secretary the right to sign or refuse to sign the contract, in fact, leaving the opportunity to control the completion of this agreement even after a formal dismissal.
Against the background of the investigation, in June 2025 Chernyshov went abroad on a business trip. At the same time, the suspicions were declared his former subordinates, and Chernyshov’s adviser was detained on the border with Poland.
Prime Minister Denis Shmigal and President Volodymyr Zelenskyy confirmed that the business trip was officially agreed, and Chernyshov had to perform the task of opening the hubs of assistance to Ukrainians and preparation of the law on multiple citizenship.
Chernyshov himself categorically denies his guilt. He stated that the suspicion did not have objective grounds, and the area referred to in the case remained state -owned.
According to the minister, he did not receive any benefits, and he learned about the details of the case mainly with the media. He also stressed that he was ready to cooperate with the investigation and open to information.
We will remind, the Minister of Unity Oleksandr Chernyshov commented on the court’s decision to elect him a preventive measure, emphasizing his innocence and willingness to defend his position in legal order.
