“The criminal scheme included representatives of private structures and the National Cancer Institute, and its implementation caused losses of more than UAH 231 million,” – the message reads.
According to the investigation, in 2021, after the introduction of a budget program for the creation of a modern clinical base for the treatment of cancer by the National Cancer Institute (NIR), the actual head of the largest group of suppliers of medical equipment created a criminal organization, which involved representatives of controlled companies and employees of the Institute.
“The scheme involved several stages and was to guarantee its companies an out -of -competitive victory in tenders for the supply of medical equipment. The first step is to make it that the National Cancer Institute becomes a budget manager. This allowed him to declare purchases on his own, to conclude contracts. Representatives of the controlled companies have established complete control over the procurement process, ”the department said.
The participants of the scheme agreed the list of equipment, based not only on the needs of the Institute, but also on their own supply capabilities, compounded by lots, so that other companies that sell products of a particular manufacturer could not participate in the tender due to lack of all positions.
Medical and technical requirements for the equipment were not the specialists of the institute, as it should be by the procedure, but representatives of controlled companies. At the same time, the equipment of the available controlled companies did not always meet the needs of the heads of the departments, but it was still purchased by the Institute.
“When the purchases were announced, members of the criminal organization began to cut off competitors. In order to simulate a fair analysis of the market, employees of the institute gave a list of companies that needed to send requests for commercial proposals, and in the case of requesting requests to official representatives or distributors, the volume and content of the answers were controlled. As a result, at the end of 2021, a number of contracts for the purchase of medical equipment were concluded between the Institute and the necessary companies. They did this by realizing that the supply may not occur on time, although before receiving the deadline it was one of the requirements of the tender documentation. In order to legally delay the supply together with the main agreements, in almost all cases, additional agreements were signed on the same day, ”the SAP reported.
The cost of the equipment was artificially overstated, sometimes 4 times from the initial price.
“For example, in order to justify the price, the supply chains included foreign companies related to the organizer, changed the equipment of goods, etc. This is confirmed by low evidence collected by competent authorities from 12 countries within the framework of international cooperation, ”prosecutors said.
During 2021-2022, the participants of the equipment took possession of more than UAH 231 million.
On June 18, 2025, NABU and SAP were informed by six persons about the suspected budgetary funds by making a job and participating in a criminal organization, and the organizer of the equipment – in the creation and management of a criminal organization. All suspects have chosen precautions.
On August 12, 2025, the investigating Judge BCS extended the duties assigned to the organizer for two months.
