In the Kyiv region, the first blackout occurred this year – due to one of the energy substations from October 1 to October 4, the city of Slavutich remained without power. This is an illustrative example of Russian terror against civilian Ukrainians, which is growing closer to winter frost.

In the UA.news Blitz Head of Kyiv Regional Military Administration Mykola Kalashnik He told what to prepare this winter, the protection of energy objects, three levels of defense and the results of the project of intercepting drones “Pure Sky”.

About Blackout and Energy Supply Recovery in Slavutych

In Slavutych, he was Blackout for almost three days because of the enemy shelling and the destruction of the object of critical infrastructure that heal the city. Now everything was restored, the energy has worked perfectly.

During Blackau in the city, the points of unbroken were launched through generators. They also provided the work of important infrastructure facilities: food shops, pharmacies, banks. Hospital worked, education institutions – the whole city lived.

It is important that the pumping station worked, sewage, that is, all networks except power. Due to the fact that the gas station worked nearby, people had the opportunity to charge gas cylinders to cook food.

It is clear that the enemy tries to drive peaceful communities into a deadlock. We see that shelling is aimed at critical infrastructure to morally and psychologically break the civilian population.

About energy supply in the area

The shelling is intensified. Therefore, the main task for us is to protect the objects of the power system, which we actively do. We continue to build appropriate levels of protection. We continue to strengthen, increase and update them. This is very important and is a priority for us concerning electrical and gas networks, gas distribution system facilities. This work is also carried out with water supply.

Now in all major cities and in general in the area, the power system operates everywhere. All services are available, there are no water, electricity or gas shutdowns. But we do not doubt: until we win – the enemy will continue to protect the objects of critical infrastructure, so we continue protection and increase the stocks in order to have the appropriate items for quick replacement to promptly carry out repairs.

About enhancing protection against hostile attacks

In the Kyiv region we have three levels of protection. And we continue to strengthen them. We build engineering, technical and fortification structures, increase the appropriate means: gabions, blocks, bigbegs. It is also a means of radio electronic wrestling. And physical protection through mobile fire groups, anti-aircraft missile complexes and drones.

Our Project “Pure Sky” (the air defense system from Russian drones with the help of drones-interceptors) started in the Kyiv region a few months ago and showed successful results-more than 1,500 knocked out shock drones.

About preparing for winter and alarming expectations of the population

We need to prepare for the worst and count on the best. Undoubtedly, the enemy seeks to destroy our infrastructure and make the winter as difficult for us. So we continue to prepare. And how will it be? Time will show. We do our best to make the locals as comfortable as possible.

Traditionally, as it was before the start of a full-scale invasion, the relevant services study the integrity of thermal networks, carry out repairs at emergency sites, accumulate fuel and lubricants, firewood stocks, reserves of everything necessary for replacement in case of emergencies and the necessary urgent repair. That is, the area accumulates reserves and enhances all levels of protection.

It is also important that the population economically used electricity and water supply: they did not turn on everything right away, solely as needed to prevent the shortage.

About the destroyed and rebuilt housing

From the beginning of a full -scale invasion, the occupiers have damaged and destroyed more than 30,000 objects. Among them, more than 80% are housing.

If we talk about recovery, our region is a flagship – more than 75% were to be rebuilt. About 24 thousand objects were restored through various programs, through compensation directly to the owners, or through recovery, through the function of the customer – a restoration agency or the Kiev regional administration through the relevant profile department.

About the implementation of the projects of inclusivity

To inclusivity, to physical accessibility in the region is a special approach. We have a pilot project in three cities: Slavutich, Borodyanka and Bucha. There are full -fledged barrier routes that run through the central streets. On these routes there are objects of private, state, communal property, shops, pharmacies, hospitals, administrative institutions. They all adjust to physical accessibility.

When it comes to new construction, all these issues are regulated by the relevant state-building standards. Construction of objects is possible solely in the presence in the project of barrier routes, access for low -mobility groups of the population. Otherwise, they will simply not be commissioned. Therefore, the renewable objects take into account physical accessibility everywhere.

Objects located on routes within the three pilot projects in Slavutych, Borodyanka and Bucha will be an example for the sale in other settlements. We have a good example of an urban park-a public space for the development and recreation of the whole family. The community can visit it for active leisure and rest.

Now there are about a dozen. We will install them in the settlements of the Kiev region, both small and large. Depending on the number of communities, the size and number of elements of small architectural forms will be determined in the territory of such active parks.
