In order to combat crimes against the economy of Ukraine, the Bureau of Economic Security requested from banking institutions information about the accounts and financial transactions of LLC “Coal Company”
Optenergotorg” (EDRPOU code 43050814), Energy Resources Group LLC (EDRPOU code 45114874) and Global Soft of Ukraine LLC (EDRPOU code 43305877).
BEB is interested in information about account numbers; about account balances; about debiting and/or crediting operations; date and time of debiting from the specified accounts and/or crediting to the accounts; assignment of payments; counterparty data; numbers of counterparties’ accounts.
It is known that in 2023-2024 PJSC “Centerenergo” concluded several contracts for the supply of coal with the companies LLC “Energo Resources Group”, LLC “Coal Company Optenergotorg” and LLC “Global Soft Ukraine” (now LLC “Tozhraym”) for a total amount in 4.3 billion hryvnias. All agreements provided for the supply of coal at a base price of UAH 5,076 per ton (including VAT). According to the terms of the contracts, discounts from 1.3% to 10% were given in case of quality deterioration, and for improvement – allowances up to 2.5%. If the ash content of the coal exceeded 35% or the moisture content exceeded 14%, the price decreased to UAH 507.6 per ton.
The investigation revealed that instead of quality coal, these companies supplied products of unknown origin without proper inspection. They used fake quality certificates, allegedly issued by enrichment factories. The products were loaded into railway wagons and headed to the TPP without the necessary control. This became possible thanks to a previous agreement with the officials of “Centrenergo”. The received funds were transferred to the accounts of front companies, withdrawn in cash and distributed among the participants of the scheme. For example, LLC “Coal Company Optenergotorg” transferred UAH 35 million to the account of LLC “Energy Capital Group”, which in fact does not conduct any activity, and its manager left for the territory occupied by the enemy in 2022.
The company “Energo Resource Group” purchased coal from companies that were engaged in completely different types of activities, in particular, car trading. Thus, Kevian Drive LLC and OL Trans Global LLC received over UAH 143 million for the supply of coal, but the tax authorities blocked most of the invoices due to suspicion of fictitious transactions.

For several years now, the state-owned enterprise “Ukrvugilya” has been demanding from PJSC “Centrenergo” to return UAH 582 million in debt for delivered coal. Of this amount, UAH 548.5 million is principal debt, UAH 13.4 million is interest, UAH 2.99 million is 3% annual, and UAH 2.95 is inflationary losses.
We previously wrote that in March 2024 NABU and SAP referred the case to the court regarding the task of the state-owned company “Centrenergo” in excess of UAH 176 million in damages. Three people were previously charged. We are talking about ex-member of the directorate of PJSC “Centrenergo” Oleksandr Uvarov, ex-head of the company’s department Kateryna Tokar and Andriy Korotkevich-Leshchenko – the head of the private company “United Energy”, which is associated with Igor Kolomoiskyi.
