Deputies of the Batkivshchyna Party, together with Yulia Tymoshenko on June 20, registered a resolution that may block the entry into force of the Law on Reform of the National Agency for the Detection, Investigation and Management of Assets obtained from corruption and other crimes – ARMA.
Project of Resolution No. 12374-D-D provides for the cancellation of the Verkhovna Rada’s decision on the adoption of this Law in the second reading and as a whole.
The ARMA reform law was adopted by Parliament on June 18. 253 MPs voted for him.
The document provides for a comprehensive updating of the agency’s work: a competitive procedure of selection of ARMA with the participation of international experts is introduced, control over the transfer of arrested assets is increased, a transparent mechanism for managing these assets is established.
The final version of the bill includes key comments that were voiced during public discussions.
The adoption of this Law is one of the key conditions for Ukraine to receive the next financial assistance tranche from the European Union within the Ukraine Facility Program.
The total volume of this program is 3.8 billion euros, of which about 560 million euros are directly attached to the ARM reform.
These funds were planned to be directed to social payments – pensions, subsidies and assistance to vulnerable categories of the population.
Reform blocking is jeopardizing timely receipt of this financial support. The loss of funds can adversely affect the stability of the state budget, the implementation of social programs, as well as the level of trust by international partners.
The European Union clearly noted that the fulfillment of reform obligations is a prerequisite for further support of Ukraine.
