According to investigators, the Department headed by Sokolov purchased 12,000 pairs of BR-M-92 handcuffs worth UAH 17.8 million (1489.98 UAH per piece). However, investigators found that the same supplier was selling the same handcuffs to other police departments UAH 976 per piecewhich indicates the amount of overestimation of more than 5 million hryvnias. In addition, the manufacturer and supplier of these handcuffs are connected and founded by former employees of the Ministry of Internal Affairs.
