During the meeting of the Verkhovna Rada Committee on Anti-corruption Policy, representatives of the Agency for Investigation and Asset Management (ARMA) denied the information about the alleged transfer of the keys to the house of the former Minister of Internal Affairs Vitaly Zakharchenko by the former head of the Agency, Olena Duma.
Temporary acting the head of ARMA Yaroslava Maksimenko emphasized that the Agency did not establish physical control over this object and did not take away the keys. This was discussed in the broadcast of the meeting.
“As for the actual control over the facility, we did not take the keys. We have not yet established physical control over this facility, as physical control will encourage us to incur costs for its maintenance,” Maksymenko said.
To the clarifying question of the head of the committee, Anastasia Radina, whether the deed of acceptance and transfer of this asset was signed, Maksimenko firmly answered “No”.
Previously, the mass media had exclusive photos of the house where former Minister of Energy and Justice Herman Galushchenko used to live. The estate consists of four plots of land with a total area of a quarter of a hectare. It is located in the historical district of Kyiv on Dobrovolchikh Batalyoniv Street (former Panfilovtsiv Street), known as Tsarske Selo. Two plots are occupied by a two-story residential building with an area of 647 square meters, built in 2005. The property is surrounded by a four-meter fence made of natural stone and metal elements. According to an independent appraiser, as of June 2025, its value was UAH 48.48 million. The house on Volunteer Battalions Street used to belong to Vitaly Zakharchenko, the former Minister of Internal Affairs during Yanukovych’s time, the court handed it over to ARMA for management.
