Law enforcement officers informed about the suspicion of a 43-year-old citizen of Russia, who during the occupation of Kherson held the position of the so-called “chief” of the department “M” of the occupying “Security Service of the Herson region” and tortured local residents.

As it turned out, the suspect was born in the Murmansk region, and he lived in Makhachkal (Dagestan) until a full -scale invasion. During the temporary occupation of Kherson, he directly participated in civilian torture.
According to the head of the investigation department of crimes in the conditions of armed conflict of Kherson region Igor Demyanyuk, it was found that on June 15, 2022, the Russian military, among whom was the person involved, arrived in the home of 45-year-old Kherson resident for an illegal search. During the “check” the occupier repeatedly beat the man in his stomach, and then detained him and delivered to the captured building of the district police department, where he kept in unsuitable conditions.
The next day, the Kherson was taken to the basement, where they were forced to sit on the floor. After that, it was twisted, pressed to the floor and used electric shops. The interrogations were accompanied by new torture – the man was at least five times a current until he lost consciousness. He tried to achieve information about contacts with the Defense Forces of Ukraine, ATO participants and official documentation.
On June 17, the victim was released, forcing him to sign a receipt about the absence of claims.
The actions of the person qualified under Part 2 of Art. 28, Part 1 of Art. 438 of the Criminal Code of Ukraine – ill -treatment of civilians and other violations of the laws and customs of war committed by a group of persons by prior conspiracy. The sanction provides from 10 to 15 years or life imprisonment.
The suspicion of the attacker has already been announced in absentia in agreement with the regional prosecutor’s office.
