An updated trade agreement with the EU has entered into force in Ukraine

Today, October 29, changes to tariff schedules in mutual trade between Ukraine and the European Union entered into force in Ukraine. This agreement will open a new stage of economic cooperation between the countries.

This is reported by the State Customs Service of Ukraine.

Decision No. 3/2025, adopted within the framework of the Association Agreement between Ukraine and the EU, provides for the cancellation or significant reduction of import duty rates and an increase in the volume of tariff quotas for Ukrainian goods when exporting them to the EU.

“This creates new opportunities for Ukrainian exporters. Lower import duty rates and increased quota volumes will stimulate exports and help Ukrainian products to enter new markets. For Ukraine, this is a strong signal of deepening integration into the EU, which increases investment attractiveness and strengthens the competitiveness of Ukrainian manufacturers,” the department explained.

Yes, the size of the quotas has been increased: honey has been increased by 583.3% since 2021; sugar – 500%; processed starch – 500%; barley groats and groats; grains processed in other ways – 435.8%; bran, husk and residues – 386%; dry milk – 308%; eggs – 300%; malt – 250%; processed tomatoes – 250%; processed sugar products – 250%; starches – 244%; butter – 233.3%; oats – 192.5%; corn – 153%; milk, cream, condensed milk – 150%; garlic – 150%; other sugars – 150%; apple juice – 150%; processed butter products – 150%; sweet corn – 150%; mannitol-sorbitol – 150%; processed grain products – 150%; sugar syrups – 135%; poultry meat – 133.3%; wheat – 130%; ethanol – 125%; barley – 122.2%.

Information on the updated volumes of tariff quotas for 2025 is already posted on the Unified state information web portal “Single window for international trade”, available at the link.

Taras Kachka, the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, noted that compared to the actual volume of trade, 21 out of 34 quotas have a volume greater than the maximum for the duration of the preferences, and in another 3 quotas, the volume is greater than the export of 2024.

He added that Ukrainian agricultural exports provide a fodder base for EU livestock, while the European Union supplies Ukraine with necessary resources, including fuel and plant protection products, which is mutually beneficial.

Thus, as of October 1, 2025, Ukraine exported agricultural products worth 15 billion euros, which is 1.57 billion euros less than in the same period last year. Kachka links the main reasons for the decline in domestic exports to the issue of the European market, in particular, the lack of predictability and stability in trade with the EU.

Among other difficulties, the Deputy Prime Minister mentioned logistical problems, in particular, high insurance costs and a shortage of containers and refrigerators arriving at the ports of Greater Odessa. Despite this, Ukraine was able to supply 44 million tons of agricultural products through Odesa ports, which account for 90% of all agricultural export supplies.

At the same time, Ukraine is not only an exporter, but also an importer of European products. As of October 2025, Ukraine imported from the EU products for agriculture in the amount of 3.1 billion euros, as well as agro-food products in the amount of 2.9 billion euros.

“Trade statistics prove that Ukrainian agricultural exports are the fodder base of EU animal husbandry, the EU is the technological base of Ukrainian agriculture – fuel, chicken eggs, and plant protection products. We are interdependent. Every chicken born in Ukraine has EU DNA, mostly German and Polish. By adhering to EU production standards and negotiating accession, we can achieve European strategic autonomy in the field of food, protein and agro-energy products,” Kachka explained.

Thanks to cooperation, Ukraine can strengthen its agro-food security, develop renewable energy sources and increase energy efficiency in agriculture, he noted. In addition, Ukraine has the potential to become a platform for processing agri-food raw materials from Asia and other regions, which will allow the EU to diversify its trade chains and reduce geopolitical risks.
