On May 20, 2025, the Antimonopoly Committee of Ukraine decided to refuse to satisfy the complaints of Star Investment East and Limex Express Kiev companies, which appealed the procedure for the selection of the manager for the Gulliver shopping center.

In total, from the beginning of the new competition, five complaints about this procedure have been received – two of them have been rejected, two more were left without consideration, and one is under consideration.
According to the ARMA, most complaints come from persons and structures that have a connection with the former owner of the arrested asset. This is contrary to the requirements of the tender documentation, which directly prohibits participation in the competition for companies related to the asset owner.
Thus, attempts to influence the competition by interested persons are blocked at the level of legislation and controlling bodies.
We will remind that the property of the Kiev shopping center “Gulliver”, which belonged to the businessman Viktor Polishchuk, was transferred to the ARMA management at the decision of the Shevchenkivsky District Court of Kyiv. On January 10, 2025, the Prozorro platform auction was held for the selection of a manager for this shopping center.
The competition was attended by three companies: BC Millennium, Alakor City and Consortium “Management Company“ Esplanada ”.
During the verification of documents of the participants, the agency appealed to law enforcement and intelligence agencies to find out whether they have ties with the owner of the arrested asset, the aggressor country or its allies.
According to the results of the verification of the candidacy of all three participants were rejected: first – “BC” Millennium “” through connection with Polishchuk, then – the consortium “Esplanade” and “Alakor City”.
We will remind, the economic court of the city of Kyiv declared invalid the decision of the Antimonopoly Committee of Ukraine (AMCU) of September 5, 2024 (№304-r), which was granted permission to the CRH group on the concentration of assets in the Ukrainian cement market.
We also reported that the Antimonopoly Committee of Ukraine granted OKKO-DRIV LLC permission to gain control over the assets of several companies through the lease of gas stations. They are all related to KLO gas station.
