The Antimonopoly Committee fined Euro Smart Power LLC, which is the operator of the BRSM-Nafta gas station network, for UAH 12.3 million for renting the Glusco gas station without its permission.

In 2021, the fined company leased a gas station from Kersher LLC, which was part of the Glusco structure, without the necessary permission. The operation took place on August 30, 2021.
The value indicators of the participants of the agreement for the year 2020 exceeded the threshold values established by law, therefore, such an operation is classified as a concentration that required the prior permission of the AMCU.
Euro Smart Power’s fine is part of a broader investigation by the AMCU regarding the lease operations of gas stations of the Glusco network by various market operators (WOG, KLO, BRSM-Nafta and others).
The Glusco gas station network was created on the basis of former Rosneft gas stations, which operated under the brands Formula, TNK, Zoloty Chepard, and Smile. In 2016, Rosneft decided to sell them to the Swiss group Proton Energy of businessman Nissan Moiseyev, who was informally associated with Viktor Medvedchuk. In the spring of 2022, Glusco gas stations were arrested.
Initially, they were transferred to the management of Naftogaz Oil Trading LLC, which began to restore the operation of Glusco network gas stations under the U.GO brand. But in August 2023, ARMA terminated the contract with the company, citing low deductions. In September 2023, the Cabinet of Ministers decided to transfer the Glusco gas station to the management of Ukrnafta.
On March 14, the Antimonopoly Committee allowed Ukrnafta to take over the assets of the Glusco group.
“Ukrnafta” and the Agency for Search and Management of Assets (ARMA) signed acts on the acceptance and transfer of seized assets of the “Glusco” group of companies.
