Today, the citizens of Ukraine feel the need for faith in a transparent system of state management more than ever. The adoption of the Law of Ukraine “On Lobbying” is a democratic decision to restore the trust of Ukrainians, given that transparency in providing access to information about the activities of lobbyists is a purposeful influence on government representatives (legislators, officials) to make decisions that meet the interests of the customer and should be balanced for our state.
Transparency and openness in the adoption of state decisions allows citizens to see that their interests are in the first place and this is the main goal of introducing the institution of lobbying in Ukraine at the legislative level.
Therefore, transparency and openness are fundamental principles that help to balance the complexity and contradictions of public administration, ensuring its compliance with the interests of citizens, thus transparency in professional activity is not just a desirable quality, but also a necessary tool that ensures the preservation of the social vocation of public administration in conditions of its internal complexity and ramifications.
The complexity of public administration is caused by the specifics of professional activity, the extensive structure of the apparatus and conflicts of interests, which leads to contradictions in managerial influences. Transparency and openness are key means to preserve the public vocation and content of public administration, ensuring its reliability and efficiency. This step is also part of Ukraine’s European integration aspirations and implementation of the recommendations of the European Union.
Regarding transparency and openness in lobbying activities
Simultaneously with the entry into force of the Law of Ukraine “On Lobbying”, the National Agency for the Prevention of Corruption adopted a key tool for its implementation, the “Transparency Register” – hereinafter “the Register”, that is, an open public platform that collects, processes and publishes data on lobbying subjects and their reporting.
In the public part of the Register, any citizen of Ukraine can search for and view information about lobbying entities and their reporting, check the authenticity of extracts generated by the Register’s means, familiarize themselves with statistical data and dashboard regarding lobbying, view informational materials.
The logic of transparency for lobbyists is that any activity that involves influencing decision-making in authorities must now be recorded in a public register.
It is worth noting that the Register became the first information and communication system that, with the assistance of the State Service for Special Communication and Information Protection of Ukraine, passed the security authorization according to the new standards established by the legislation of Ukraine.
Regarding the virtuous behavior of the lobbyist
It is necessary to understand that d accountability is first of all a positive moral quality determined by a person’s consciousness and will, which is a generalized stable characteristic of a person, his way of life, actions , a quality that characterizes the readiness and ability of an individual to consciously and steadily navigate his activities and behavior , on the principles of goodness and justice.
Virtuous behavior is living according to high moral and ethical principles, which includes honesty, decency , justice and keeping promises. It is consistent adherence to moral standards, even when no one is watching and so on it’s not about one good deed, a about permanent th principle of action.
From the assessment of the basic rules and purpose of virtuous behavior, it can be assumed that the grounds for trust or doubt must be objective, real, weighty (substantial), effective enough to cast doubt on compliance with the criterion of integrity or professional ethics, or must contain properties (characteristics) that can negatively affect public trust. Such grounds can be any factors, phenomena, events of objective reality that contain signs (properties) that characterize or distinguish a person as a figure that meets or does not meet certain “reference” criteria of integrity and professional ethics, which must be met, for example, by a lobbyist.

Toleration or implicit tolerance corruption in any form is unacceptable, this is an axiom. Do not make excuses for those who act dishonestly rude, does not keep his word and avoid association with them. Virtue does not consist in the absence of passions, but in the control of them.
