The National Agency of Ukraine for the Identification, Search and Management of Assets (ARMA) has still not signed the acts of acceptance and transfer of the house on Dobrovolchy Battalions Street in Kyiv, which belongs to the former Minister of Internal Affairs Vitaly Zakharchenko.

It is noted that the facility is controlled by private security hired by Zakharchenko’s entourage, and ARMA does not know who has the keys to the estate.

The acting head of ARMA, Yaroslav Maksymenko, is in no hurry to take the seized house into custody, despite the allocated funding in the budget for the custody of assets.

An ARMA inspection in September 2024 was unable to enter the house due to restricted access, but recorded that the house remained under security. It is known that former Minister of Energy and Justice Herman Galushchenko secretly lived here for some time.

There is also information about the possible transfer of this real estate for the needs of the Ministry of Defense of Ukraine. This issue is important in the context of fighting corruption and managing seized assets.

The 647-square-meter building, worth approximately UAH 48.48 million, belongs to the Dutch “Global Investment Fund” associated with Zakharchenko. This property fell into the hands of the ex-minister during his tenure, but due to changes in the political situation in Ukraine in 2014, his assets were frozen. Despite the legal restrictions, the house is still the subject of manipulations and investigations.

“The acting head of ARMA, Yaroslav Maksymenko, is in no hurry to take over the arrested house of Zakharchenko. At the same time, 100 million hryvnias have been laid down in the ARMA budget for this year, which can be used for the evaluation and storage of seized property. For example, the preservation of this estate can cost the budget 400-1000 UAH per month. We are talking about the establishment of security provided by the National Security Police,” said an informed interlocutor of “Glavkom”.

The source added: if the relevant acts of acceptance and transfer are signed, Zakharchenko’s estate will be placed under state protection on the same day.

Earlier, “Glavkom” wrote that in early September 2024, ARMA intended to inspect the territory, in particular, to go inside the residence of former minister Zakharchenko on Volunteer Battalions Street.

“Due to limited access to the asset, it was not possible to get into the premises and carry out their detailed description and photo-fixation,” the report of the ARMA division says.

In particular, the visual inspection of the Agency for Search and Asset Management recorded that Zakharchenko’s house is under physical security and video surveillance.
