A drone with explosives hit a house in Lviv Oblast: the National Police demands a new law on UAVs

On the night of December 11, a private house in Sokilnyky, Lviv Oblast, was targeted by a drone equipped with explosives. The drone hit the home of the Koval family, damaging the roof and interior. Despite the scale of the destruction, fortunately, no one was injured. The police qualified the event as a deliberate attempt murder and the head of the National Police, Ivan Vyhivskyi, actually called the incident a warning about a new reality: Ukraine urgently needs effective legislation to control drones, which can become weapons in the hands of criminals.

What happened in Sokolniki

According to the law enforcement officers of the Lviv region, the incident occurred at approximately 4:00 am. As a result of the explosion caused by the hit of the drone, the structural elements of the building were damaged: part of the roof was destroyed, the facade and several interior rooms were damaged. Fortunately, none of the residents — 37-year-old Nataliya and 43-year-old Armen Kovali — were injured.

According to the analytical system YouControl, the owner of the house is Natalia Koval . She is known as the co-founder of the “Iryna Mykolaivna Pigulyak” farm registered in Mostysk, which specializes in the cultivation of grain, leguminous and oil crops. She also registered a number of land plots in her native Sudova Vyshna.

The victim’s husband, Armen Koval, received a lease of a 0.7-hectare plot of land with a lake located on it in Sudova Vyshna, which he plans to use for fishing needs (according to the auction results), from the beginning of 2025.

Investigative authorities have already started a pre-trial investigation. The event is qualified as an attempt to commit intentional murder, which is provided for in Part 2 of Art. 15 and p. 5 part 2 of Art. 115 of the Criminal Code of Ukraine. When the culprit is found and proven guilty, he faces up to 15 years in prison.

The “Stormy 90s” rest on the side

At the time of the explosion, an air raid alert had not been announced, and the police had already qualified the incident as an attempted murder. This suggests that criminal showdowns are reaching a new level, where instead of weapons, issues will be resolved by remotely controlled UAVs.

If in the “tumultuous 90s” conflicts were resolved in a completely different way, now everything can happen quietly and without personal participation – a few minutes of drone flight is enough. The availability of drones, their mobility and the ability to leave no direct witnesses make the technology an ideal tool for criminals.

Will this lead to the mass weaponization of society with drones? How will the police respond when danger can come from the air?

What did the police say?

The National Police of Ukraine say that indeed, drones will become a part of our everyday life, so the risks for the civilian population will increase, so the legislation in the field of using drones must be updated immediately.

We are talking about the one registered in the Verkhovna Rada draft law No. 13600, which involves:

– mandatory registration of UAVs and their entry into the State Register of Aircraft;

– state registration of drones in units of the National Police;

– standardization of flight rules, in particular user identification and requirements for documents giving the right to fly;

– administrative responsibility for operating unregistered drones, flying without documents or while intoxicated;

– criminal liability if such violations cause harm to people or significant material losses.

Therefore, the law enforcement officers will insist on the adoption of the updated law on the use of UAVs:

“Today’s incident in Lviv region, where a drone hit a private house, once again confirmed that Ukraine needs updated and effective legislation in the field of using unmanned aerial vehicles.

Primary investigative and operational measures are ongoing. We establish the type of drone, the route of its movement and the persons who may be involved.

The National Police will insist on the adoption of legislative changes that will ensure the protection of people and provide the state with tools for effective control in the field of UAVs,” emphasized the head of the National Police, Ivan Vyhivskyi.
