56% of employers in Ukraine intend to increase the salaries of their employees in 2026 by an average of 10-20%. For comparison, last year, only 35% of companies planned a raise, and in fact, 45% raised wages.
“Salary remains one of the key tools of employers’ competition for labor, especially in the conditions of persistent personnel shortage,” explained the Director of the State Employment Service, Yuliya Zhovtyak. Despite the shelling and blackouts, business shows stabilization: production volumes and staff numbers remain without sharp fluctuations, and moderate growth is observed in the west of the country.
The labor market is also becoming more inclusive, with more than 90% of companies considering hiring veterans, internally displaced people, people with disabilities, and youth without experience this year. In addition, more than half of the enterprises invest in social programs and personnel development, improving the qualifications of their employees.
Business cooperation with the State Employment Service is also growing: 72% of employers use its services for recruitment, and the average rating of the interaction is 4.8 out of 5 points. The survey covered 61,000 enterprises employing 4.4 million people.
