On December 4, the Department of Construction and Architecture of the Rivne State Regional Government concluded a contract with Modena Private Enterprise for the construction of a rehabilitation building for veterans and internally displaced persons. The initial value of the contract was UAH 239 million, but on the day of signing it was reduced to UAH 158.19 million.

The deadline for the works was determined by the end of December — actually 26 days. It is about the construction of the treatment and rehabilitation building of the KP “Rivna Regional Hospital of War Veterans” in the village of Klevan, which will continue from 2023. During this time, four contracts for a total amount of UAH 1.33 billion were concluded with PE “Modena”. According to the Spending portal, UAH 913.75 million has already been paid for the completed works.
The project is financed by Ukraine Facility. The contract price is dynamic, the adjustment of the project was carried out by Top Hip LLC, and a positive expert report was provided by Proexp LLC.
At the same time, the analysis of the estimate revealed a number of items with significantly inflated prices. In particular, electronic locks for personal cabinets were purchased for over UAH 12,000 per unit, while similar products on the market cost 7-9 times cheaper. Wall sandwich panels were priced at UAH 6,480 per square meter, although Ukrainian manufacturers and state customers buy similar products several times cheaper. The situation is similar with composite aluminum panels and medical equipment — the anesthesia and breathing apparatus for the MRI room was ordered at a price that is about a third higher than the offers of well-known suppliers.
According to estimates, the potential overpayment for these items alone can reach about UAH 12 million.
Special attention is paid to the wage fund. In the estimate, the average monthly salary of one worker is UAH 23,900, which is lower than the average market indicators in the construction industry. If the real salary is paid at the level of about 40,000 hryvnias, the wage fund should increase by almost 17 million hryvnias, which can be compensated for by the margin in the prices of materials.
PE “Modena” won consecutively without competition. The terms of the tender provided for the availability of at least 40 employees and the experience of implementing a similar project with the commissioning of the facility within the last three years.
The Department for Construction and Architecture of the Rivne Regional State Administration is headed by Andriy Yarusevich, the authorized person for public procurement is Viktoriya Kovtunovych, and the head of the Rivne Regional State Administration is Oleksandr Koval.
PE “Modena” is registered in the village of Oleksandria, Rivne region. The company is owned and managed by Oleksandr Kucheruk, who is also an entrepreneur and co-founder of another construction company. Since 2017, the company has received government contracts worth more than UAH 2.2 billion, mainly from the current customer.

Shevchenko is a friend and business partner of People’s Deputy Igor Palitsa. He is a long-time associate of Ihor Kolomoiskyi. Previously, it was Kolomoiskyi who owned Bukovel.
