This is stated in a message on the website of the Ministry of Defense.

The goal of the reform is to increase the effectiveness of defense planning and management of defense resources, as well as to achieve long-term functional interoperability with our partners from NATO member states.

The Ministry of Defense explained that interoperability creates an opportunity to act together with partners both during military operations and when planning to counter future threats.

“We can talk about operational and functional interoperability. Interoperability allows for joint actions during crisis management operations, as part of NATO Response Forces and multinational exercises. Such operations require compatibility at the level of weapons, projectiles, communication systems, etc.,” explained Deputy Minister of Defense Stanislav Heyder.

Functional interoperability concerns the areas of defense planning, defense resource management, personnel management, administrative activities and is forward-looking.

“Now we have started a new stage of reform in the field of functional interoperability. Because it depends on her, including how we will build interaction with partners. The system of the Ministry of Defense is going through a long and difficult path of transformation from inefficient approaches to modern standards and best international practices,” says Stanislav Heyder.

The existence of a real threat requires the Ministry of Defense and the General Staff to find more effective methods of planning and resource management for the development of capabilities.

“How will it happen and what are the capabilities? I will give an illustrative example with F-16 aircraft, – says Stanislav Heyder. — Airplanes alone are not enough to gain air superiority and conduct operations. In order to effectively plan for their use, we must ensure that all the necessary basic components of the capability are in place, including the appropriate infrastructure, such as runways, hangars, and trained pilots and technical personnel, and changes in the work of air traffic controllers, navigators, control systems . In addition, it is necessary to plan proper maintenance of the equipment during operation, starting from a technical inspection and ending with the availability of appropriate spare parts and fuel and lubricants. All this must be planned and executed in the shortest possible time.”

In order to achieve the ability to develop capabilities quickly and efficiently, the Ministry of Defense and the Armed Forces of Ukraine launched the “Transformation of the Defense Management System” project. The project is implemented under the leadership of the Ministry of Defense and the General Staff.

The project involves representatives of the relevant structural divisions of the Ministry and procurement agencies, specialists from the planning and resource management departments of the General Staff, as well as experts from the advisory and advisory assistance project teams of SDA of Great Britain and PROTECT2 of Canada, consultants from Lithuania and IDA of the USA.

“We have set a goal in the first half of 2024 to form a target model and roadmap for the transformation of the capacity development management system. This project is part of the institutional changes and is included in the measures of the “Adapted annual Ukraine-NATO national program”, Stanislav Heyder noted.
