The spokesman of the Poltava TCC responded to Lubinets’ words about the “systemic crisis”

Roman Istomin, representative of the Poltava Territorial Procurement Center (TCC) on the air “ Radio Svoboda commented on the statement of the ombudsman Dmytro Lubinets about the “systemic crisis” in the mobilization processes.

Istomin emphasized that it is incorrect to compare 2022 and 2026, since in 2022 the bulk of the mobilization drafts of the ground forces was voluntary, while now the processes are different, since mobilization is mandatory.

“Mobilization in these years are two completely different processes, this must be understood. In fact, the entire year 2022 was volunteers, at least at the first stage – unequivocally. In the second half of the year, if they were not volunteers, people came for summonses and called for mobilization,” he explained.

Istomin also commented on the criticism regarding the confiscation of mobile phones from the mobilized, explaining that this practice was introduced due to security issues. In particular, this happened after people posted videos from the assembly area, which created additional risks.

“It started after citizens started openly posting videos even from the territory of assembly points, reporting on social networks where they are now, which, to put it mildly, created an uncomfortable situation from a security point of view. Especially after drone strikes began on TCC and SP – we had it in Poltava, in Kremenchuk. After that, the TCC was moved, and it would be a bit wrong to give the opportunity, even to the conscripts themselves, to inform, including the enemy, exactly where the TCC is located,” he said.

He urged not to draw general conclusions based on individual complaints and drew attention to the need for proposals to improve mobilization processes.

Lubinets noted that the ombudsman’s office received thousands of appeals regarding mobilization actions, which emphasizes the urgency of the problem.

Another one was registered in Khmelnytskyi incident with the participation of representatives of the territorial procurement center.

It will be recalled that the ombudsman suggested how the work of the TCC should be reformed.

Also, in Dnipro, a preventive measure was chosen for an employee of the TCC, suspected of fatally beating a man.
