After the massive Russian attack on energy on February 7, Ukrainian nuclear power plants are still operating at reduced capacity, First Deputy Minister of Energy Artem Nekrasov said.

According to him, energy workers continue to eliminate the consequences of two massive attacks on energy last week.

“Recovery is ongoing at power plants and at high-voltage substations that provide NPP power output. Currently, nuclear generation is still partially unloaded,” he said during the daily briefing.

The deputy minister noted that there are power outages across the country, as well as capacity limitation schedules for industry and business.

Earlier, Ukrenergo reported that there were new blackouts in the Dnipropetrovsk, Zaporizhia and Odesa regions as a result of Russian shelling on Tuesday morning. Emergency recovery work is already underway where the security situation allows.

The Ministry of Energy reported that on February 7, against the background of a massive Russian attack by drones and missiles on substations and overhead lines, 750 kV and 330 Ukrainian nuclear power plants were forced to reduce their generation capacity.

Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, Russian forces have increased their shelling of the Ukrainian energy sector.

The Security Service of Ukraine qualifies Russia’s strikes on Ukrainian energy infrastructure as crimes against humanity. The SBU previously noted that since the beginning of this year’s heating season, it has documented at least 256 air attacks by the Russian Federation on energy facilities and heat supply systems of Ukraine.
