The Odesa Regional Prosecutor’s Office sent an indictment to the court against seven people who are accused of embezzling more than UAH 2 million of budget funds. The funds were allocated to the city’s “28 days” program aimed at fighting HIV/AIDS, tuberculosis, hepatitis and drug addiction.

The investigation established that the scheme was organized by a deputy of the Odesa City Council and the director of a public organization in the field of rehabilitation. They involved five more accomplices in the implementation of the plan – an employee of the city’s Department of Health, a manager of a utility company, a director of an LLC, and two FOPs.
According to the investigation, the funds were transferred on the basis of fictitious documentation: the reports indicated persons who either did not complete the course at all, or the services were provided partially or not at all. In 2023-2024, more than UAH 2 million was appropriated in this way.
Prosecutors referred the case to the court for consideration on the merits.
