President of Ukraine Volodymyr Zelenskyi reported on the results of the second round of tripartite negotiations that took place in the United Arab Emirates and ended on February 5.
The main topic was the agreement of technical control procedures for a possible ceasefire. The delegations of Ukraine, the United States and Russia discussed the mechanisms for recording violations that may arise after the political decision on the ceasefire. An important moment was the confirmation of the participation of the USA as independent controllers.
“The military have had a conversation and understand how – in the event of a decision by politicians to end the war – the monitoring of the cease-fire by Ukraine, Russia and monitoring by the USA will take place technically. That is, the USA confirms its participation. Here, regarding Europe, this does not mean that they will not be in this process. I am simply saying what was discussed and what was not discussed at this meeting in Abu Dhabi,” Zelenskyi said.
Zelensky also noted that the military now has a clear idea of how the ceasefire will be monitored. Despite the difficult situation at the front, Ukraine confirmed its positions, in particular regarding Donbas. Also, while discussing the next stages, it was determined that the American side is ready to confirm its participation in monitoring the implementation of the agreement, but the question of the participation of other foreigners remains open.
“The military discussed technical monitoring of how the fire could be stopped. The military accepts the idea that the Americans should monitor if the Americans go for it. Americans know our position: we want foreigners, including Americans, to make silence and monitoring real. Americans are not ready to talk about other foreigners, because they are ready to talk about themselves, and they understand that they will be ready to support it,” Zelensky emphasized.
In terms of further steps, Zelensky announced a new round of negotiations scheduled for next week in Miami. The negotiators will continue to discuss the issues of territories and the mechanism for monitoring compliance with agreements, which may become the key to stability in the region.
“It is difficult for me to say about the presence on the ground, because the negotiators do not have the authority today to say that certain troops will be present. But this does not mean that there will not be. The American side says that they can guarantee the provision of monitoring. They are talking about how to technically provide such monitoring, that is, they are in the process of determining the details.
Difficult questions remained difficult. Ukraine once again confirmed its position on the issue of Donbas. “We stand where we stand” is the fairest and most reliable model for a ceasefire today, in our opinion,” concluded Zelensky.
