Literally from the decree: “Beginning on the effective date of this executive order, goods imported into the United States that are products of any country that directly or indirectly buys, imports, or otherwise acquires any goods or services from Iran may be subject to an additional ad valorem duty of, for example, 25 percent.”

Details: Earlier on February 6, Trump is said to have signed an executive order that allows the US to impose additional tariffs on imports from any country that directly or indirectly buys, imports or otherwise procures goods or services from Iran.
Thus, the Secretary of State and the Secretary of Commerce, together with the Office of the US Trade Representative and the Department of Homeland Security, can decide to what extent the additional tariff should be applied.
Trump did not specify which rate he was talking about.
