According to the media, Mykola Boyko, the first deputy head of the State Agency for Reconstruction and Development of Infrastructure of Ukraine, could be interested in resuming the project of building a new road to the Bukovel ski resort, as well as being involved in the reconstruction of residential buildings in the village of Borodyanka in the Kyiv region.
According to the information of the journalists, we are talking about projects that caused a public outcry due to the scale of funding and priority during wartime.

Journalists emphasize that the tender for the construction of a new road to the resort was canceled at the end of last year due to public outrage. At that time, the State Reconstruction Service announced that purchases worth UAH 9 billion in the Ivano-Frankivsk Reconstruction Service were announced without agreement with Kyiv. And because of this in at. the head of the service Lubomyr Semaniv allegedly had to write a resignation letter. However, he still remains in office.
“According to assumptions, the reason for this may be the reluctance of the first deputy head of the State Agency, Mykola Boyk, to accept his resignation, which may be related to the prospect of resuming the project after the reduction of public dissatisfaction,” the article says.
According to media reports, it was about a new section of the road from the village of Bystrytsia to Yablunytsia through Polyanytsia with a length of 28.6 km, in which it was planned to invest more than UAH 6 billion.
In addition, at the same time, tenders were announced for the repair of the section from Nadvirnaya to Polyanytsia for UAH 2.4 billion. The work was to be carried out by the PBS company.
An indirect confirmation of Boyko’s interest in the continuation of construction was the recent appeal of Oleksandr Kopilenko, a People’s Deputy from the “Servant of the People” faction, to the State Bureau of Investigation, published by the “Glavkom” publication. In the appeal, the deputy asks to check the lifestyle of the heads of the Agency, among whom Boyko appears.
It follows from the content of the statement that during January 1-3, 2026, Boyko was probably on vacation at the “Tavel” hotel (Bukovel) and a private cottage in the village of Yasinya in Transcarpathia. He was also seen at the Radisson Hotel in Bukovel on January 3.
In addition, the appeal of the People’s Deputy states that on the same day, Boyko had an informal meeting in Bukovel with Lubomir Semaniv and representatives of business groups related to the PBS company.
It should be noted that Mykola Boyko is not the first to become involved in scandals related to potential corruption risks.
For example, in 2025, his name sounded in the context of an abnormal increase in income and the number of contracts for the reconstruction of housing in the Kyiv region at the then little-known LLC “Ukrainian Construction Company”.
According to People’s Deputy Yaroslav Zheleznyak, it is about the restoration of residential buildings in Borodyanka on Tsentralnaya Street.
“As part of an experimental project approved by the Cabinet of Ministers in August of last year, new high-rise buildings were planned to be built on the site of two destroyed buildings. Funding in the amount of UAH 280 million was planned for each residential complex. The deputy claims that the prices of construction materials were inflated – on average by several tens of millions of hryvnias for each building. According to Zheleznyak, the tender documentation was prepared by the Ukrainian Construction Company,” the article says.
The author of the material adds that “the peculiarity of the situation is that, unlike other restoration objects, for which budget funds may be lacking, UBC projects are fully financed.”
“According to the market participants and the analysis of the tender documentation, preferential conditions are created for the company, which make it difficult for competitors to participate. This, according to the assumptions of business representatives, is due to design and estimate documentation that does not correspond to the actual state of construction. As a result, contracting organizations cannot complete the objects without adjusting the documentation, and because of this, they receive sanctions in the form of a ban on participating in the Agency’s procurement for three years,” – writes “Fakty”.
