According to the press service of the Ministry of Defense, Oleksiy Vyskuba, who previously worked as the first deputy minister of digital transformation since 2019, was appointed as the first deputy minister.
It is noted that since the beginning of the full-scale invasion, he was actively involved in the development of all military projects of the Ministry of Digital, in particular, he was involved in the implementation of the Drone Army projects.
In the Ministry of Defense team, Vyskub will continue to be responsible for the development of key projects to achieve the goals of the war.
Lieutenant General Ivan Gavrylyuk has been reappointed as Deputy Minister of Defense. Before that, he was the first deputy minister of defense.
“He has significant experience in military management, organization of effective logistics and planning of strategic development of the troops. He was the head of the Rear of the Armed Forces of Ukraine and deputy chief of the General Staff of the Armed Forces of Ukraine. Ivan Gavrylyuk’s participation in the Ministry of Defense team is important for strengthening rear processes and providing the front with effective solutions,” the message reads.
Serhii Boev was appointed Deputy Minister of Defense for European Integration. The Ministry of Defense notes that he joined the ministry’s team in 2024 and headed the direction of interaction with international partners.
“Today, Serhiy’s expertise is important for building effective and long-term relations with the EU, NATO, and other states, as well as attracting security assistance and funding,” the Defense Department notes.

The Ministry of Defense added that Deputy Minister Lieutenant General Yevhen Moysyuk, responsible for the generation of troops and social security, Lieutenant Colonel Yuriy Myronenko, responsible for the development of innovations for the front, and Oksana Ferchuk, who heads the direction of digitization and digital transformation, also remain in the team.
The Verkhovna Rada supported the appointment of Mykhailo Fedorov to the position of Minister of Defense on January 14. Later, President Volodymyr Zelenskyi announced that he had agreed with the minister on personnel decisions that should “strengthen our defense.”
On January 22, the Cabinet of Ministers dismissed five Deputy Ministers of Defense: Hanna Gvozdyar, Volodymyr Zaverukha, Mykola Shevtsov, Oleksandr Kozenko, and Anatoly Klochka.
