Two diplomatic sources said allies had been briefed on the initiative and Bonn had held talks with Yuri Ushakov, a senior adviser to Russian ruler Vladimir Putin.
The administration of the French president did not confirm or deny the negotiations, but recalled the words of Emmanuel Macron that discussions with the Russian Federation are taking place at the technical level in full transparency and in consultation with the President of Ukraine Volodymyr Zelenskyi and the main European allies.
In December, Macron said that Europeans should resume direct talks with Putin. European leaders, wary of Putin’s military ambitions, resented their exclusion from peace talks led by US President Donald Trump’s administration.
On Tuesday, Macron told reporters that efforts to resume dialogue with Putin were ongoing. “It is being prepared, and therefore negotiations are taking place at the technical level,” he said, adding that this is being done in consultation with Ukraine.
It will be recalled that Latvian Prime Minister Evika Silinia and Estonian President Alar Karis called for the appointment of a special European envoy for negotiations with Russia.
