Details: It is explained that this is a consultative and advisory body that will work under the ministry and will become “a permanent space for dialogue with the veteran community.”

It is assumed that the council will contribute to the activities of the Ministry of Veterans Affairs in the following matters:
- formation and implementation of state policy in the field of support for veterans;
- protection of their rights and interests;
- taking into account the needs of the families of deceased (deceased) defenders;
- development of decisions and recommendations taking into account the position of veteran public associations.
The council will include one representative from each oblast — they will be elected at regional meetings.
The ministry explains that candidates for the council can be veterans who are members of public associations of war veterans in their region, Kyiv or all-Ukrainian public associations that have been working for at least six months.
To participate in the selection, candidates must submit to the OVA:
- statement;
- the decision of the public association of war veterans on the delegation of its member;
- biographical reference;
- a copy of the veteran’s electronic ID card, veteran’s ID card or extract from the EDRVV;
- an extract from the register of the territorial community about the place of residence (stay) of the candidate for the council;
- a letter of support for the candidate with the signatures of at least 30 combatants;
- a complete extract from the information and analytical system “Accounting of information on bringing a person to criminal responsibility and the existence of a criminal record”;
- motivation letter of the candidate for the board;
- consent to the collection and processing of personal data.
To participate in voting, participants of regional meetings submit to OVA:
- statement;
- a copy of a veteran’s electronic ID card, a veteran’s ID card, or an extract from the EDRVV;
- an extract from the register of the territorial community about the place of residence (stay) of the participant of the regional meetings;
- consent to the collection and processing of personal data.
Candidates will be elected by veterans and veterans participating in regional meetings or people with disabilities as a result of war: offline — during regional meetings organized by OVA or through ranked online voting (if technically possible).
After that, the OVA will submit the selected candidates from the regions, and the Ministry of Veterans will be approved by the composition of the council.
